This is the time and place set by Notice No. N2M22-59 for the City Council to hold a public hearing to consider the following:

A. FY 2022-2023 Budget and Capital Improvement Plan for Fiscal Years 20 22- 2023 through 202 6-2027: The adoption of the Annual Budget for the City of Alhambra, the Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the Alhambra Public Financing Authority for the fiscal year ending June 30, 2023 as well as the Capital Improv ement Plan for fiscal years 2022-2023 through 2026-2027, as more fully discussed in the May 23, 2022 report of the Director of Finance available on the City’s website and on file in the City Clerk’s Office. The budget is focused on maintaining local quality of life for the Alhambra community. The budget is intended to ensure Alhambra residents continue to receive services which make Alhambra a great place to live, work and raise a family, no matter what happens nationally or with the economy. The budget seeks to preserve core services that Alhambra residents expect and deserve, including well -maintained streets, the quality of City parks, safe and clean neighborhoods and rapid 9 -1-1 response to emergencies, while monitoring external threats. Maintenance of the City’s core services strengthens Alhambra’s sense of community, improves property valu es and keeps Alhambra a desirable and safe place to live and conduct business.

Recommended Action: After receiving public testimony, the Mayor should close the public hearing and the City Council should adopt Resolution No.

R2M22-32 entitled: A Resolution of the Alhambra City Council approving the Budget of the City of Alhambra, Golf Course Clubhouse Co rporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the Alhambra Public Financing Authority for the 2022-23 Fiscal Year and the Capital Improvements Plan for the 20 22-23 through 2026-27 Fiscal Years relating to the adoption of the 2022-2023 fiscal year Budget and Capital Improvement Plan; and, direct staff to undertake the steps necessary to finalize Council’s action.

B. FY 2022-2023 Budget: The adoption of the Annual Budget for those portions of the Budget pertaining to the Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the Alhambra Public Financing Authority.

Recommended Action: After receiving public testimony, the Mayor should close the public hearing and the Golf Course Clubhouse Corporation, Alhambra Capital

5 5-23-22
Improvements Corpor ation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the Alhambra Public Financing Authority adopt Joint Minute Order No. M2M22-1000 as follows:

RESOLVED by the Golf Course Clubhouse Corporation, Alhambra Capital Improvements C orporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and Alhambra Public Financing Authority that this Golf Course Clubhouse Corporation, Alhambra Capital Improvements Corporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and Alhambra Public Financing Authority jointly and severally hereby approve their respective portions of the Fiscal Year 2022-2023 Budget.

C. FY 2022-2023 Appropriation Limit: Proposition XIII B (Gann Initiative) prohibits local agencies from exceeding their 1978 -79 fiscal year appropriations after allowing for cost-of-living (CPI) and population changes which are certified by the State Department of Finance. Proposition 111 allows the City to adjust its annual limits for the following factors, subject to approval by the City Council:

a) Either the California Per Capita Income or the percentage change in local assessment roll from the preceding year due to the addition of local nonresidential construction in the City.
b) Either the City’s own population growth or the population growth of the entire county.

Government Code Section 7910 requires agencies to adopt a resolution each year disclosing their appropriation limit. In accordance with Proposition 111, the City is required to conduct a review of their appropriations limit during the annual financial audit. For fiscal year 2020-2021, the City’s appropriation limit was reviewed by our auditors, CliftonLarsenAllen, LLP, and determined to be properly calculated. The calculations in computing the City of Alhambra’s appropriation limit for the 20 22- 2023 fiscal year are on file in the Finance Department. The appropriation limit for the 2022-23 fiscal year is $ 175,522,706 and the applicable appropriation subject to this limitation is $74,286,423. Therefore, the City is favorably under the appropriations limit by $101,236,283.

Recommended Action: After receiving public testimony, the Mayor should close the public hearing and the City Council should adopt Resolution No.

R2M22-31 entitled: A Resolution of the Alhambra City Council establishing t he Appropriation Limit for FY 2022-2023 and approving the annual adjustment factors used in the calculation thereof ; and, approve the annual adjustment factor s (per capita income change +7.55% and City population change -.42%) used in the calculation of the appropriation limit.

6 5-23-22

For FY 2022-2023, while HUD has not officially notified the City of its funding allocations, the City can proceed with the submittal of its Action Plan using an estimated funding amount. The estimate is $982,207 in CDBG Funds and $569,254 in HOME Funds, based on last year’s allocation amounts. Because the 2022-2023 Action Plan is relying on an estimate, per the federal regulations, the City is required to disclose how the allocations will be reassigned in the events the final allocations increase or decrease. To this point, if the fina l allocation amounts change, the difference(s) shall be applied to the Home Improvement Program for Minor and Major Rehabilitation, after adjusting Administration and Public Services to the maximum caps allowed. AND COMMISSIONS TO IMPLEMENT TELECONFERENCE ACCESSIBILITY FOR CONDUCTING PUBLIC MEETINGS PURSUANT TO AB 361 – F2M20-33, R2M22-30

During COVID, the City has conducted meetings offering teleconferencing accessibility to members of the public, City Council, members of City boards and commissions, City staff and consultants. The executive orders authorizing such meetings lapsed on September 30, 2021, replaced with legislation in the form of AB 361. AB 361 was signed into law by the Governor on September 16, 2021, which went into effect immediately as u rgency legislation (codified under Government Code § 54953), and waived certain provisions of the Brown Act in order to allow local agencies to continue to meet remotely. Specifically, the bill allows remote teleconference flexibility, but only when there is a state of emergency that makes it unsafe to meet in person. The City has already implemented the requirements of AB 361 for conducting public meetings and is in full compliance, thus there will be no change of the currently established procedures. The Council made the necessary findings for the conduct of teleconferenced accessible meetings via Resolution No. R2M21-42 adopted on October 25, 2021. The proposed Resolution again makes the required findings under AB 361, and if adopted, it will allow the C ity to continue to offer teleconference accessibility for public meetings, to help mitigate the spread of COVID-19, as well as during other state -proclaimed emergencies, such as earthquakes or wildfires, where physical attendance may present a risk.
