This project seeks to improve water quality from runoff discharged to the Upper LA River Watershed Area infiltration, and filtration features. The project is envisioned as a diversion, storage, infiltration, and filtration facility with the potential to offer runoff storage and water quality benefits for the jurisdictions of Alhambra, South Pasadena, San Marino, and Pasadena. 15. APPROVAL OF A CONTRACT AMENDMENT WITH CONSOLIDATED DISPOSAL SERVICES, L.L.C. DBA REPUBLIC SERVICES FOR REINSTATEMENT OF WEEKLY BULKY ITEM SWEEP SERVICE PROGRAM – F2M20-39, C2M21-9, M2M23-36
On February 22, 2021, the City of Alhambra (“the City”) entered into contract with Republic Services for residential and commercial integrated solid waste management services. The contract grants four courtesy bulky item pickups per year for residential customers and one courtesy bulky item pickup per unit per year for multi-family complex customers, upon scheduling such service. The prior contract included “weekly sweep” services on each area’s normal trash pick-up day for bulky items. Despite outreach efforts on the new bulky item collection policy and requirements for scheduled pick-ups, illegal dumping continues to be a frequent complaint throughout the C ity. Illegal dumping deteriorates the overall quality and appearance of the City’s neighborhoods and endangers the health and wellbeing of residents and pedestrians. The service reinstatement under the proposed Amendment will allow the “weekly sweep” of bu lky items included in the City’s waste hauling contracts prior to the current 2021 contract; therefore, restoring prior level of service. To account for costs associated under the proposed Amendment, an increase to residential and commercial account rates will result as described in the March 13, 2023 staff report by the Deputy City Manager and Recycling Assistant. If approved, the service reinstatement and change in monthly rates would commence April 1, 2023 to align with the residential quarterly bill cycle. All other provisions of the City’s contract with Republic will remain unchanged.
Recommended Action: City Council approve an Amendment, subject to review and approval by the City Manager and the City Attorney, to Contract No. C2M21 -9 between the City of Alhambra and Consolidated Disposal Service, LLC dba Republic Services, for the reimplementation of a citywide “weekly sweep” service of bulky items at an additional residential and commercial rate cost; and, direct staff to undertake the steps necessary to finalize the Council’s action. (M2M23-36)
16. AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH CALTRANS FOR THE FREMONT RAMP AND INTERCHANGE IMPROVEMENTS – F2M19-32, C2M23-13, M2M23-37
8 3-13-23
“Advancing Alhambra” is the City’s plan to improve local roads and safety for residents and reduce traffic and congestion in Alhambra via various mobility improvements. To find solutions to Alhambra’s traffic and congestion concerns, the Los Angeles County Metropolitan Transportation Authority (Metro) real located the transportation funds (Measure R) once approved for the 710 Tunnel Project to area municipalities to enhance transportation operations and address the congestion issues being experienced. Pursuant to this direction, the City of Alhambra conducte d traffic studies in 2020 and scoping in 2021 to help identify locations for mobility improvement consideration. Among the City’s options, four major ramp locations emerged as targets including Fremont, Atlantic, Garfield and the conversion of the 710 Stub at Valley into a four -lane arterial.
Improvements at these locations are projected to help keep motorists on the I -10 rather than cutting through Alhambra, providing not only relief to the local community, but also not negatively altering regional traffic patterns. On March 2, 2023, the City received from Caltrans a Cooperative Agreement, which establishes the responsibilities of each agency in the preparation of the Project Approval and Environmental Document (PA&ED), Plans, Specifications, and Estimates (PS&E) and Right of Way (ROW). Elements of the Fremont Project include the ramp improvements on I-10 and a braided ramp between Northbound I-710 to Eastbound I -10 Connector and Eastbound Fremont Interchange offramp. This Cooperative Agreement between the City and Caltrans does not finalize the City’s project at Fremont and the interchange; rather, it defines the responsibilities between Caltrans and the City with regard to continuing to process the project, including outreach, environmental review, design and ultimately, construction.
Recommended Action: City Council authorize entering into a Cooperative Agreement, subject to final language approval by the City Manager and City Attorney, by and between the City of Alhambra and the California Department of Transportat ion (Caltrans) to complete the PA&ED, PS&E, and ROW for the Fremont Ramp and Interchange Improvements; and, direct staff to undertake the steps necessary to finalize Council’s action. (M2M23-37)
