On August 5, 2021, Sourcewell opened four bids for the procurement of roadway maintenance equipment with related accessories, attachments, materials and supplies. Sourcewell awarded contract 080521-PBL to PB Loader on November 5, 2021 - a contract that does not expire until October 11, 2025. 12. NOTICE INVITING BIDS: FRONT STREET WATER MAIN REPLACEMENT AND ZONE CHANGE - PHASE 1 – F2M19-20, N2M23-45

Currently, Mission Road is the dividing line between the South Zone and North Zone - the two major pressure zones in the City. The break in pressure zones exists because of the topography of the City. With the pressure zone break at its current location, residents along Front Street experience low water pressure. Hydraulic te sting conducted in the area of Front Street between Marengo and Atlantic have shown that moving the zone break south to Shorb Street and replacing the existing four -inch cast iron water mains in this area would significantly increase the water pressure and fire flow capability in the area. The project involves construction in three phases, sequentially over the next three years with one section of the project occurring each year. This project is Phase 1 which will be on Front Street from Atlantic Boulevard to Olive Avenue.

Recommended Action: City Council approve the distribution of a Notice Inviting Bids to qualified contractors for the Front Street Water Main Replacement and Zone Change - Phase 1 with bids due no later than 10:30 a.m. on May 25, 2023 and opened at 11:00 a.m. that same day.

13. NOTICE INVITING BIDS: REHABLITATION OF THE STORM DRAIN ON MONTEZUMA AVENUE – F2M23-40, N2M23-46

7 4-24-23
The City of Alhambra Utilities Department is responsible for inspection, maintenance and repair of the storm drain system in the public right-of-way and in drainage easements. The storm drain pipe at Montezuma Avenue , located from 2801 Montezuma Avenue to Ramona Avenue, has been broken and needs to be repaired to handle normal water flow before flooding occurs. Due to the pipe passing through many private properties, the pipe lining method is a preferable way to repair the pipe. This storm drain pipe is 36 -inch in diameter and a pproximately 350 feet in length. Plans and specifications have been prepared; staff has reviewed the plans and found them to be consistent with City standards.

Recommended Action: City Council approve the distribution of a Notice Inviting Bids to qualified contractors for the Rehabilitation of the Storm Drain on Montezuma Avenue Project with bids due no later than 10:30 a.m. on May 18, 2023, and opened at 11:00 a.m. that same day.

14. RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS

AND AGREEMENT S FOR PROJECTS FUNDED THROUGH THE STATE OF

CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) ON BEHALF OF THE CITY – F2M23-18, R2M23-25

The City of Alhambra is eligible to receive state and federal funding for various transportation projects through the State of California Department of Transportation (Caltrans). To ensure receipt of state and federal funding for these projects, the City Council must adopt a resolution designating the City Manager as the authorized official to execute documents and agreements for projects funded through Caltrans . Additionally, from time to time, the City submits grant applications for state or federally funded programs. The City has been awarded state or federally funded grants f or Capital Improvements Projects, which are managed by the Public Works Department. The state or federally funded grants, administered by Caltrans, require submittals from the City at the time of submission of the grant application, at the acceptance of the grant, during the grant project implementation, and/or following the grant project completion. In order to comply with the state and federal requirements on certain submittals, staff recommends having the City Manager or her designee sign all state and federally funded documents.

Recommended Action: City Council adopt Resolution No. R2M23 -25 entitled: A Resolution of the Alhambra City Council authorizing the City Manager or designee to execute all documents and agreements for projects funded through the State of California Department of Transportation (Caltrans)

15. RESOLUTION APPROVING A REVISED SIDE LETTER OF AGREEMENT AMENDING

THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AHAMBRA AND THE ALHAMBRA POLICE DISPATCH ASSOC IATION – F2M23-2, C2M21 -51, R2M23-22

Following the City Council’s approval of the Side Letter with the Alhambra Police Dispatch Association (APDA) at the Council meeting of April 10, 2023, staff discovered a clerical error that incorrectly referenced the wrong fiscal years and effective dates for the salary increases that were agreed upon. The revised side letter reflects the corrected fiscal years

8 4-24-23
and effective dates for the salary increases. Adoption of a resolution to implement these revised changes and to correct the record is required.

Recommended Action: City Council adopt Resolution No. R2M2 3-22 entitled: A Resolution of the Alhambra City Council approving a Revised Side Letter amending the Memorandum of Understanding between the City of Alhambra and the Alhambra Police Dispatch Association and amending the City of Alhambra Compensation Plan , superseding Resolution No. R2M23-18

16. RESOLUTION APPROVING A THIRD SIDE LETTER OF AGREEMENT WITH THE ALHAMBRA MANAGEMENT EMPLOYEES’ ASSOCIATION FOR A POSITION TITLE CHANGE – F2M23-2, C2M17-70, R2M23-24

Following the resignation of an employee in November 2022, City staff conducted two recruitments, each time attempting to fill a vacancy in the Marketing and Community Engagement Specialist position. Both recruitments failed to produce viable and qualified candidates to fill the position. Following the failed recruitments, staff researched comparable positions within the field and d iscovered similar positions to possess “Public Information” and/or “Communications” within their titles. Therefore, in order to bring the position title in line with industry standards, a title change from Marketing and Community Engagement Specialist to P ublic Information Specialist was proposed to the A lhambra Management Employees’ Association (AMEA). The City and AMEA have conferred and reached agreement regarding amending the existing MOU and class specification from Marketing and Community Engagement S pecialist to Public Information Specialist.

Adoption of a resolution approving the third Side Letter Agreement is necessary to memorialize the change.

Recommended Action: City Council adopt Resolution No. R2M23 -24 entitled: A Resolution of the Alhambra City Council approving a Third Side Letter to the Memorandum of Understanding between the City of Alhambra and the Alhambra Management Employees’ Association to memorialize AMEA’s agreement to change the title of the classification of Marketing and Community Engagement Specialist to Public Information Specialist in the existing Memorandum of Understanding and to the class specification.

17. RESOLUTION DECLARING CITY’S INTENTION TO DISPOSE OF REAL PROPERTY

AND SETTING THE DATE FOR A PUBLIC HEARING TO CONSIDER THE DISPOSITION OF PROPERTY ADJACENT TO STORY PARK – F2M21-22, R2M23-23

In January 2021, the City received a complaint from a neighbor regarding leaves falling from an oak tree from a vacant, adjacent property creating a hazard on Story Place. Staff investigated the matter and determined the property in question was part of Story Park.

The investigation also revealed the land was landlocked and only accessible through the six adjacent residential properties. Given the location and status of this landlocked, unimproved and publicly inaccessible property, staff believes the property is more properly reconfigured to be part of the adjacent residential properties. This will elimina te maintenance and liability issues for the City. In April 2022, the City Council directed staff to move forward to dispose of the property. Pursuant to California Government Code §38503, before the disposition of such property, the City Council is require d to adopt a Resolution of Intention describing the proposed abandonment of property and to fix a time,

9 4-24-23
at least thirty days after adoption of the Resolution of Intention, when it will consider and take action to order all or any portion of the park abandoned and the land sold or otherwise transferred. This public hearing is scheduled for June 26, 2023. The Lot Line Adjustment, General Plan Amendment, and Zone Change applications, along with a Resolution declaring the Property to be exempt surplus under pr ovisions of California Government Code §54220, et seq. (the “Surplus Land Act”), will also be presented to the City Council on that date.

Recommended Action: City Council adopt Resolution No. R2M23 -23 entitled: A Resolution of the City Council of the City of Alhambra, California, declaring its intention to dispose of real property and setting the date for a meeting to consider the disposition of property declaring the City’s intention to dispose of the unimproved real property approximately 12,937 square feet in size that is part of Story Park (APN 5337 -002-900) but is separated from the improved portion of Story Park by a concrete channel known as the San Pascual Wash, and set a Public Hearing date of June 26, 2023 at 6:00 p.m., or as soon thereafter as the matter may be heard, to consider and take action to order that landlocked, inaccessible and unimproved portion of the park abandoned and the land transferred.

18. AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH CALTRANS FOR THE 710 STUB IMPROVEMENTS INTO A FOUR -LANE ARTERIAL AND APPROPRIATION OF FUNDS – F2M19-32, C2M23-28, M2M23-60

On March 13, 2023, the City Council authorized a Cooperative Agreement with Caltrans for the Fremont Ramp and Interchange Improvements as part of the “Advanc ing Alhambra” project to improve local roads and safety for residents and reduce traffic and congestion in Alhambra. Alhambra’s traffic studies in 2020 and scoping in 2021 identified specific locations for mobility improvement consideration including the on/off ramps at Fremont, Atlantic, Garfield and the conversion of the 710 Stub at Valley into a four -lane arterial. The improvements are anticipated to keep motorists on the I -10 rather than encourage repeat cut through via Alhambra’s streets and neighborhoods. Since traffic will be more efficient with less congestion, the improvements will aid in reducing idling and improving air quality in Alhambra. This Cooperative Agreement is specifically for those improvements along the 710 Stub at Valley. The project reduces the Stub from a six-lane freeway corridor to a four -lane local arterial. Featured with the new arterial are biking lanes, a pedestrian walkway, lighting, parkways with trees and landscape, and stormwater pre-treatment elements including water capture and reuse elements.

Recommended Action: City Council authorize entering into a Cooperative Agreement, subject to review and approval by the City Manager and the City Attorney, by and between the City of Alhambra and the California Department of Transportation (Caltrans) for the Project Initiation Document (PID) for the 710 Stub Improvements Into a Four-Lane Arterial; approve an appropriation of funds in the amount of $200,000 for Caltrans’ review of the project; and, direct staff to undertake the steps necessary to finalize the Council’s actions. (M2M23-60)

On January 23, 2023, the City Council approved the reallocation of American Rescue Plan Act (ARPA) funds not to exceed $481,942 to fund certain Almansor Court Exterior Improvement Projects. Specifications and bid documentation have been completed for the Almansor Court Exterior Improvement Project. The project will include new paint and stucco to the exterior of the Almansor Court building. Bids are due no later than 10:30 a.m. on May 25, 2023, in the office of the City Clerk and will be opened at 11:00 a.m. that same day.

The Fire Department was notified by Cal OES that the request had been approved for the radio unit purchase. (M2M23-61)

21. AWARD OF CONTRACT FOR THE FIRE DEPARTMENT STATION 71 WOMEN’S

LOCKER/BATHROOM REMODEL PROJECT AND APPROPRIATION OF
EXPENDITURES – F2M23-23, N2M23-15, C2M23-23, M2M23-64

On February 13, 2023, the City Council approved a Notice Inviting Bids for the Fire Department’s Station 71 Women’s Locker/Bathroom Remodel Project. On March 16, 2023, the City Clerk received four bids for this project, which ranged from $83,224.00 to $432,500.00. On March 29, 2023, the lowest bidder company informed the City they were withdrawing their bid. Staff reviewed the remaining bids and found the bid from Dynasty Builders, Inc. to be the next lowest responsive bid. Dynasty Builders, Inc. has the necessary licenses to complete the project; worked on previous projects in Alhambra; and, had favorable reference checks.

Recommended Action: City Council 1) Award a contract, subject to final language approval by the City Manager and City Attorney, to Dynasty Builders, Inc. in the amount of $171,633.25 for the Alhambra Fire Department Station 71 Women’s Locker/Bathroom Remodel Project; determine the project is exempt from CEQA pursuant to CEQA guidelines section 15301; direct staff to undertake the steps necessary to finalize the Council’s action; and, 2.) Staff is recommending the purchase of a Direct Recirculating Apparatus Firefighting Training & Sustainability (DRAFTS) unit from PumpPod USA. The mobile DRAFTS unit employs recycled water versus tapping hydrant water for each evolution. The system utilizes a catch trailer for a firefighter or an apparatus to direct water flow into a recycling chamber. The water is recycled, reused, and stored after each training. The unit with the portable hydrant allows the Department to train firefighters with full flowin g water. In addition, the Engine Companies can train without having to call “Out of Service” thus significantly increasing the hours of training but reducing time and costs related to these exercises. The Fire Department was awarded a grant in the amount o f $203,000.00 for Urban Search and Rescue (US & R) equipment, supplies, and training from the State Homeland Security Grant Program. The purchase of the unit will be covered by this grant.

Pursuant to Alhambra Municipal Code 3.36.080 (B)(2), the purchase method may be dispensed when the equipment can only be obtained from one source (sole source).
