12. NOTICE INVITING BIDS: FRONT STREET WATER MAIN REPLACEMENT AND ZONE CHANGE - PHASE 1 – F2M19-20, N2M23-45
Currently, Mission Road is the dividing line between the South Zone and North Zone - the two major pressure zones in the City. The break in pressure zones exist ed because of the topography of the City. With the pressure zone break at its current location, residents along Front Street experience d low water pressure. Hydraulic testing conducted in the area of Front Street between Marengo and Atlantic showed that moving the zone break south to Shorb Street and replacing the existing four-inch cast iron water mains in this area would significantly increase the water pressure and fire flow capability in the area. The project involve d construction in three phases, sequentially over the next three years with one section of the project occurring each year. This project was Phase 1 which would be on Front Street from Atlantic Boulevard to Olive Avenue.

The storm drain pipe at Montezuma Avenue, located from 2801 Montezuma Avenue to Ramona Avenue, was broken and need ed to be repaired to handle normal water flow before flooding occurs. Due to the pipe passing through many private properties, the pipe lining method is a preferable way to repair the pipe. 14. RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS
AND AGREEMENTS FOR PROJECTS FUNDED THROUGH THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) ON BEHALF OF THE CITY – F2M23-18, R2M23-25
The City of Alhambra was eligible to receive state and federal funding for various transportation projects through the State of California Department of Transportation (Caltrans). To ensure receipt of state and federal funding for these projects, the City Council must adopt a resolution designating the City Manager as the authorized official to execute documents and agreements for projects funded through Caltrans. Additionally, from time to time, the City submits grant applications for state or federally funded programs. The City was awarded state or federally funded grants for Capital Improvements Projects, which were managed by the Public Works Department. The state or federally funded grants, administered by Caltrans, require d submittals from the City at the time of submission of the grant application, at the acceptance of the grant, during the grant project implementation, and/or following the grant project completion. 16. RESOLUTION APPROVING A THIRD SIDE LETTER OF AGREEMENT WITH THE ALHAMBRA MANAGEMENT EMPLOYEES ’ ASSOCIATION FOR A POSITION TITLE CHANGE – F2M23-2, C2M17-70, R2M23-24
Following the resignation of an employee in November 2022, City staff conducted two recruitments, each time attempting to fill a vacancy in the Marketing and Community Engagement Specialist position. Both recruitments failed to produce viable and qualified candidates to fill the position. Following the failed recruitments, staff researched comparable positions within the field and discovered similar positions to possess “Public Information ” and/or “Communications ” within their titles. Therefore, in order to bring the position title in line with industry standards, a title change from Marketing and Community Engagement Specialist to Public Information Specialist was proposed to the Alhambra Management Employees ’ Association (AMEA). The City and AMEA have conferred and reached agreement regarding amending the existing MOU and class specification from Marketing and Community Engagement Specialist to Public Information Specialist. 17. RESOLUTION DECLARING CITY ’S INTENTION TO DISPOSE OF REAL PROPERTY AND
SETTING THE DATE FOR A PUBLIC HEARING TO CONSIDER THE DISPOSITION OF PROPERTY ADJACENT TO STORY PARK – F2M21-22, R2M23-23
In January 2021, the City received a complaint from a neighbor regarding leaves falling from an oak tree from a vacant, adjacent property creating a hazard on Story Place. Staff investigated the matter and determined the property in question was part of Story Park. The investigation also revealed the land was landlocked and only accessible through the six adjacent residential properties. Given the location and status of this landlocked, unimproved and publicly inaccessible property, staff believe d the property was more properly reconfigured to be part of the adjacent residential properties. This would eliminate maintenance and liability issues for the City. In April 2022, the City Council directed staff to move forward to dispose of the property. Pursuant to California Government Code §38503, before the disposition of such property, the City Council was required to adopt a Resolution of Intention describing the proposed abandonment of property and to fix a time, at least thirty days after adoption of the Resolution of Intention, when it would consider and take action to order all or any portion of the park abandoned and the land sold or otherwise transferred. This public hearing was scheduled for June 26, 2023. The Lot Line Adjustment, General Plan Amendment, and Zone Change applications, along with a Resolution declaring the Property to be exempt surplus under provisions of California Government Code §54220, et seq. (the “Surplus Land Act ”), would also be presented to the City Council on that date.
Discussion : None
Action Taken: City Council adopted Resolution No. R2M23-23 entitled: A Resolution of the City Council of the City of Alhambra, California, declaring its intention to dispose of real property and setting the date for a meeting to consider the disposition of property declaring the City ’s intention to dispose of the unimproved real property approximately 12,937 square feet in size that is part of Story Park (APN 5337-002-900) but is separated from the improved portion of Story Park by a concrete channel known as the San Pascual Wash, and set a Public Hearing date of June 26, 2023 at 6:00 p.m., or as soon thereafter as the matter may be heard, to consider and take action to order that landlocked, inaccessible and unimproved portion of the park abandoned and the land transferred.

18. AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH CALTRANS FOR THE 710 STUB IMPROVEMENTS INTO A FOUR-LANE ARTERIAL AND APPROPRIATION OF FUNDS – F2M19-32, C2M23-28, M2M23-60
10 4- 24 -2 3
On March 13, 2023, the City Council authorized a Cooperative Agreement with Caltrans for the Fremont Ramp and Interchange Improvements as part of the “Advancing Alhambra ” project to improve local roads and safety for residents and reduce traffic and congestion in Alhambra. Alhambra ’s traffic studies in 2020 and scoping in 2021 identified specific locations for mobility improvement consideration including the on/off ramps at Fremont, Atlantic, Garfield and the conversion of the 710 Stub at Valley into a four-lane arterial. The improvements were anticipated to keep motorists on the I-10 rather than encourage repeat cut through via Alhambra ’s streets and neighborhoods. Since traffic would be more efficient with less congestion, the improvements would aid in reducing idling and improving air quality in Alhambra. This Cooperative Agreement was specifically for those improvements along the 710 Stub at Valley. The project would reduce the Stub from a six-lane freeway corridor to a four- lane local arterial. Featured with the new arterial are biking lanes, a pedestrian walkway, lighting, parkways with trees and landscape, and stormwater pre-treatment elements including water capture and reuse elements.
