ROLL CALL: At 5:11 p.m., on Monday, November 13, 2023, the Alhambra City Council met in Council Chambers of the Alhambra City Hall.
PRESENT: LEE, MALONEY , PÉREZ, ANDRADE-STADLER, MAZA , ABSENT: NONE

CITY CLERK REPORT - NOTICE NO. N2M 2 3- 136
The City Clerk hereby report ed that she duly gave notice of the special meeting of the City Council being held this evening pursuant to the order of the Mayor and in accordance with Section 54956 of the Government Code of the State of California.
COUNCIL BUSINESS
1. REQUEST FOR COUNCILMEMBER PARTICIPATION VIA VIDEO/TELECONFERENCE PURSUANT TO GOVERNMENT CODE SECTION 54953(F) – F2M23-7, M2M23-18 7 On October 9, 2023, Councilmember Andrade-Stadler requested that her Council colleagues vote to allow her participation via video/teleconference at the November 13 , 2023 City Council meeting due to medical reasons. Under current Government Code section 54953(f), this is allowable action if approved by the City Council. Mayor MAZA stated that the action was no longer necessary given that Ms. Andrade-Stadler was present in person.
Action: City Council took no action, as Ms. Andrade-Stadler was present in person for the meeting. (M2M23- 18 7 )
CLOSED SESSION & CITY ATTORNEY ANNOUNCEMENT re SAME - F2M2 3 -14 City Attorney MONTES identified those items listed on this evening ’s agenda which would be discussed in Closed Session as follows:
Conference with Real Property Negotiator (Govt. Code Section 54956.8):
Property: A pproximately 0. 42 acres located on Second Street, South of Main Street and immediately north of an AT&T building, currently used as a public parking lot under the Assessor Parcel Number (APN) 5344-026-915 Negotiating parties: City Manager and American Family Housing, a California nonprofit public benefit corporation and National Community Renaissance of California, a California nonprofit public benefit corporation . Under Negotiation: Instruction to negotiators will concern price, terms of 2 11-13-23
payment or both.
Conference with Legal Counsel - Existing Litigation (Govt. Code Section 54956.9(d)(1)): Worker ’s Compensation Claim Nos.: ADJ14545679; ADJ1971781; COAL-1870; COAL-1905; COAL-2776; COAL-4231; COAL -4180; COAL-4588; and, 111899240001 – Raymond Frydendall .
Discussion of Personnel Matters (Govt. Code Section 54957): Public Employee Performance Evaluation : City Manager
whereupon at 5:15 p.m. the City Council moved into closed session pursuant to applicable law, including the Brown Act (Government Code Sec. 54950, et seq.) for the purpose of conferring with the City Attorney.
RECONVENE & CITY ATTORNEY REPORT : At 6: 11 p.m. the City Council moved out of closed s ession with all members present.
ADJOURNMENT: At 6: 11 p.m. there being no further business for the Council to transact, the Mayor, with the consent of the City Council, adjourn ed the meeting .
