Special Meeting with the Transportation Commission on January 24, 2024; and an in - person workshop at the Library on February 1, 2024. On January 24, 2024, the Transportation Commission submitted a recommendation to adopt the Bicycle and Pedestrian Improvement Plan, contingent on also aligning the Plan with Metro’s recent update to their Active Transportation Plan (for regional connectivity benefits) and removing the McLean Bridge from the City’s pedestrian or bicycle network. On February 12, 2024, the Plan was resubmitted for the City Council’s consideration. Based on input received that the Asian Pacific Islander Forward Movement (APIFM), a non -profit organization, wished to provide feedback regarding the Plan, the Council directed the adoption of the Plan be rescheduled to March to allow time for the City’s consultant to collect this information or any other public comments received for further analysis. Feedback provided by APIFM included approximately 200 written comments, with many responses focused on improvements near Fremont Elementary School, such as installing high -visibility crosswalks, compliance with speed limits and ambitious traffic calming infrastructure.
Alhambra’s Bicycle and Pedestrian Improvement Plan highlights a Backbone Bicy cle Network, Full Network (comprehensive), and Further Study Network, with a description of the facility types or bicycle lane classification. In addition, it includes “priority” pedestrian improvements zones based on demand, major destinations and barriers, and safety. The estimated costs for Alhambra’s bicycle infrastructure are between $8 million and $32 million, for up to 50 miles of bike network, not including costs subject to further study. The estimated costs for the pedestrian improvements at eight priority areas of the City are approximately $15 million.
The Bicycle and Pedestrian Improvement Plan is available for public review via the City’s website at https://www.cityofalhambra.org/228/Notices-Documents.
Recommended Action: City Council take the following actions:
A. Accept the Council Subcommittee’s request to adopt the Bicycle and Pedestrian Improvement Plan (Plan);
