4 . PROPOSED ADJUSTMENTS IN VARIOUS CITY FEES AND SERVICE CHARGES – F2M15-48, F2M24-39, N2M24-49, R2M24- 13
This was the time and place set by Notice No. N2M24-49 for the City Council to hold a public hearing to consider adjusting various city fees and service charges. Director of Finance LIEU delivered a staff report. Resolution No. R2M16-4, previously adopted by the City Council, set forth the City ’s Comprehensive Fee and Service Charge Schedule. The City maintained its fee schedule without increases since 2016. To ensure the sustainability of services, a Comprehensive Fee and Rate Study was conducted in 2023 to assist the City in determining appropriate fee levels for the various services provided by the City.
While the update of the Comprehensive Fee and Service Charge Schedule would provide a fiscal impact in the form of additional revenue, it was pertinent to note the revenue was not intended to fund new services; rather the revenue was intended to offset the costs of providing existing services that are recoverable from fees. Considering the duration since the last fee increase, staff recommend ed a phased approach for certain fee increase over a three-year period, while others are recommended for full cost recovery. Staff recommend ed adoption of the new fees, as set forth in the staff report and exhibits to the attached Resolution. 3 4- 22 -2 4
Eric JOHNSON, President of Revenue and Cost Specialist, delivered an overview report on how to determine the full cost recovery fees. Ms. LIEU noted corrections on Exhibit A.

Councilmember LEE , Ms. LIEU , Ms. YU, and City Manager BINNQUIST discusse d the contracted company to process parking citations, the hearing officer, and City staff. Ms. LEE continued to discuss ADU permit fees with Community Development Director HO. Ms. LEE requested staff provide a comparison survey of fees charged by other cities. Councilmember MALONEY supported the changes made. Vice Mayor PÉREZ also discussed business license fees and the application process for street food vendors with Ms. LIEU and Ms. YU. Ms. PÉREZ also requested the comparison fee study with other cities and discussed the recovery study conducted by the consultant as well as the informal comparison study conduced by City staff. Ms. PÉREZ and Mr. HO discussed changes in costs to appeal to Planning Commission versus costs to appeal to City Council. Ms. PÉREZ requested a more gradual increase to the fees associated with appeals to the Planning Commission. Mr. MAZA supported the gradual fee increases.

Brycer would provide a database of the buildings in our jurisdiction and helps to achieve greater fire protection systems reliability at zero cost. TCE would allow for service providers to submit copies of their inspection and testing reports to AFD electronically, facilitating a more efficient review, tracking and follow-up process with occupants to correct deficiencies and maintain systems. The term of the proposed Brycer Agreement would be for three years, effective June 1, 2024, and would be renewed on June 1, 2027 for two terms of one year each pursuant to satisfactory performance.
