PRESENTATION

1. WRENSMOOR CASTLE CONTINUED OPERATION – F2M24-33, M2M24-215

On September 23, 2024, the Short Term Rental ordinance was approved, establishing regulations on short term rentals including the prohibition of parties and commercial events on properties. Subsequently, at the October 28, 2024 Council meeting, representatives from Wrensmoor Castle raised concerns about how the new regulations would negatively impact their business and asked the City to make an exemption for their property to allow for continued operation. The City Council requested this item be agendized to discuss further. Wrensmoor Castle is located at 1700 Grand View Dr. and is sometimes referred to as the Phil Spector House. Following the sale of the property, Wrensmoor leased the property in March 2022. The facility operates as a short term rental but also allows short term rentals to hold weddings. In addition, the facility is used by film companies for production. Currently, Wrensmoor is located on a residentially zoned property in a residential neighborhood; the operation of catered weddings and special events and filming are considered commercial and inconsistent with residential zoning. To allow Wrensmoor to continue operating, the operation of the facility must be allowed in the residential zone, and regulations would need to be developed to ensure the continued operation of Wrensmoor does not negatively impact the neighborhood. Should the City Council desire to allow Wrensmoor to continue to operate, the City could require a conditional use permit for short term rental uses that have 6+ rooms; this includes stays, events, and routine filming and one of the conditions of the approval would be the use must operate consistent with the requirements of a special short term rental permit approved by the City Council.

Recommended Action: Direct staff to process a zone text amendment and amendment to the short term rental ordinance to allow Wrensmoor to continue operation, or direct staff as deemed appropriate. (M2M24-215)

On November 6, 2024, the City entered into a contract (K2M24-383) with Sagecrest Planning and Environmental to provide temporary staffing. The original contract was envisioned to provide immediate short-term staff support to fill a key position in the Division while the recruitment process began.
