4. COMMUNITY AGREEMENT BETWEEN WRENSMOOR AND ADJACENT
NEIGHBORHOOD – F2M24-33
At the ir December 9, 2024 meeting, the City Council heard feedback from residents adjacent to Wrensmoor about impacts to the neighborhood as a result of special events held at Wrensmoor Castle. The City Council directed Wrensmoor and the neighborhood to have meeti ng and discuss a path forward. Both parties have come to an agreement which stipulates conditions under which Wrensmoor will transition from its current business to one that will be compliant with the Alhambra Municipal Code and the short- term rental ordinance. Based upon Council’s prior direction to Wrensmoor to work with surrounding neighbors, Community Development staff intends to track Wrensmoor’s operations for consistency with the community agreement through the balance of 2025.
Absent contrary direct ion from the Council, staff will enforce Chapter 5.92 at the Wrensmoor property beginning January 1, 2026, unless Wrensmoor fails to adhere to the terms of the agreement with neighbors.

quantity adjustment made which decreased the total amount of the contract by $406, for a total project cost of $219,173 . The project has been completed in accordance with the City’s requirements and specifications. As such it would be appropriate for the City Council to accept the project as complete and instruct the City Clerk that the Notice of Completion be filed with the County of Los Angeles Recorder’s Office.

Staff is requesting that the City Council adopt a Resolution to adjust the campaign contribution limit from $280 to $300. Section 101C(C) of Alhambra’s Charter states: “The City Council shall adjust the contribution limits established in this section in March of every odd numbered year to reflect any increase or decrease in the California Consumer Price Index since the last such adju stment of the contribution limit. Such adjustments shall be rounded to the nearest ten and no/100ths ($10.00) dollar amount.” The campaign contribution limit amount was adjusted to $280 by Resolution No. R2M23-16 on March 27, 2023. The timeframe utilized to measure the CPI change at that time was December, 2020 (when the initial campaign contribution limit amount was set at $250) through December, 2022. According to the U.S. Bureau of Labor Statistics, the CPI change from December, 2022 through December, 20 24 is 6.9%. Therefore, the current campaign contribution amount of $280, rounded to the nearest $10 becomes $300.
Recommended Action: City Council adopt Resolution No. R2M25 -11 entitled: A Resolution of the Alhambra City Council adjusting the campaign contribution limit per the requirements of Charter Section 101C(C)

City staff and the Alhambra Police Dispatchers’ Association re presentatives reached agreement on the adoption of a new work schedule for dispatchers.
