ALHAMBRA CITY COUNCIL
October 13 , 2025
5 :00 p.m.
ROLL CALL: At 5:12 p.m., on Monday, October 13, 2025, the Alhambra City Council met in Council Chambers of the Alhambra City Hall.
PRESENT: MALONEY, WANG, ANDRADE-STADLER, LEE
ABSENT: MAZA
Officials Present : City Manager Binnquist, Assistant City Manager Garcia, Deputy City Manager Hembree, City Attorney Montes
CITY CLERK REPORT - NOTICE NO. N2M2 5- 146
The City Clerk hereby report ed that she duly gave notice of the special meeting of the City Council being held this evening pursuant to the order of the Mayor and in accordance with Section 54956 of the Government Code of the State of California.
CLOSED SESSION & CITY ATTORNEY ANNOUNCEMENT re SAME - F2M25-14 City Attorney MONTES identified those items listed on this evening ’s agenda which would be discussed in Closed Session as follows:
Conference with Legal Counsel - Existing Litigation (Govt. Code Section 54956.9(d)(1)): 1) WCAB Case No. ADJ21543277 and Claim No. 24635220001 - Sergio Soto ; and, 2) WCAB Case Nos.: ADJ7507294, ADJ6724122, ADJ7941907, ADJ8965407, ADJ9547913, ADJ9547536, ADJ7552058, ADJ8844504, ADJ6735536, ADJ12089367, ADJ20895644 and COAL-4188, COAL-4878, COAL-4303, COAL- 4478, COAL-4570, COAL-4558, COAL-4571, COAL-4222, COAL-4462, COAL-3952, COAL-5045 - Arthur Fernandez
City Attorney MONTES further identified two additional items to be added to Closed Session for discussion. One regarding Worker ’s Compensation claims filed by Carl Randolph, Case Nos. ADJ7937498, ADJ7143873, and ADJ8679814. He stated that there was also a pending case - Elisa Pantoja vs. City of Alhambra, LA Superior Court Case No. 24STCB2832 that needed to be added for discussion . Mr. MONTES requested a motion to add these items to the Closed Session agenda.
MAZA: Councilmember MAZA entered Council Chambers at 5:14 p.m.
Public Comment : “Kash P atel ” requested more information regarding the Closed Session items. He submitted a document to Council regarding gangs and police enforcement in the city of Cudahy and El Monte.

Action Taken: City Council approved the two additional items be added to Closed Session, as identified by City Attorney Montes .

Ayes: MAZA, MALONEY, WANG, ANDRADE-STADLER, LEE

Absent: NONE
whereupon at 5:21 p.m. the City Council moved into closed session pursuant to applicable law, including the Brown Act (Government Code Sec. 54950, et seq.) for the purpose of conferring with the City Attorney.
RECONVENE & CITY ATTORNEY REPORT: At 6: 19 p.m. the City Council moved out of closed session with all members present.
ADJOURNMENT: At 6: 19 p.m., there being no further business for the Council to transact, the Mayor, with the consent of the City Council, adjourned the meeting.
