PRESENTATION
1 . ACT BUS BLUE LINE ROUTE MODIFICATIONS AND BUS STOP LOCATIONS – F2M23- 16 City Manager BINNQUIST delivered a staff report and Deputy Director of Public Works – Transportation CHAN delivered a presentation , which is on file in the City Clerk ’s Department .

At the October 13, 2025 City Council Meeting, residents voiced concerns about the upcoming route modifications to the ACT Bus Blue Line. As a result, the Mayor has requested a Special Meeting to discuss the route modifications and corresponding bus stop locations. Increasing ridership on the ACT Bus has been a priority on the Council ’s Strategic Plan since 2020.

Accordingly, the City has undertaken two route and ridership studies, with the most recent completed and presented to the City Council on June 23, 2025. Based on route performance and survey data, the study recommended implementing the Revenue Neutral Alternative, which modified the Blue and Green Lines to better serve underserved areas while increasing ridership and maintaining current operating costs. The Blue Line was expanded to serve Garfield Avenue and Hellman Avenue, while also providing enhanced coverage to east Alhambra. The Green Line was slightly modified only in the clockwise direction, while the counter-clockwise route remains unchanged. Blue Line ridership is expected to increase by approximately 44% and Green Line ridership by about 6%, marking the largest increase among all the service alternatives considered. The ridership projections were informed by travel demand data, feedback from surveys and interviews, and models assessing improved access to major destinations. The study also suggested implementing the route modifications for a trial period of one year. It was explained that while the Council was approving the new routes, staff would select the stop locations based on physical conditions in the field, and the 2 10-2 3 -25
new service would be enacted before the end of the calendar year, after Cal State University, Los Angeles completed their fall final exams. At the conclusion of the presentation, the City Council unanimously approved the new routes.

Since that meeting, staff conducted outreach to Alhambra Unified School District and their distribution lists, considering a large number of riders are students. In addition, the City of Monterey Park was notified, because two ACT stops are in their jurisdiction. The Parks and Recreation Department has also been providing information and encouraging seniors to utilize the new ACT routes. Further, posters have been placed in all buses and some businesses in the Downtown, along with a display in the Library; an ad was published in the upcoming Parks Leisure Guide; and the routes and changes have been promoted through the City ’s social media, the City ’s website via https://www.alhambraca.gov/293/Alhambra-Community-Transit- ACT , and in the City ’s November 3rd water bill (inserts). Outreach was conducted in person at bus stops and to riders on buses and via community meetings scheduled on October 22nd (in-person), October 29th (online), October 30th (online), and November 5th (in-person). Staff is also working on an evening in-person outreach meeting at Granada Park on November 6th at 5:30 pm. Following this presentation of the bus stop locations, it was requested the City Council provide direction to staff.
