In July 2024, the City of Alhambra initiated a planning process to prepare for and reduce the impacts of identified natural hazards, in accordance with federal requirements set forth in the Disaster Mitigation Act of 2000 (Public Law 106 -390). The planning area for the Hazard Mitigation Plan encompasses the entire City of Alhambra. The result of the organizational efforts has been to produce a Federal Emergency M anagement Agency (FEMA) and the California Governor’s Office of Emergency Services (Cal OES) approved multi-hazard mitigation plan. Hazard mitigation is defined as any sustained action taken to reduce or eliminate long -term risk to life and property from a hazard event. Mitigation planning is the systematic process of learning about the hazards that can affect the community, setting clear goals, identifying appropriate actions, and following through with an effective mitigation strategy. The City of Alhambra Fire Department secured funding for developing the Hazard Mitigation Plan with a FEMA Hazard Mitigation Assistance Grant.

The Plan presents the accumulated information in a unified framework to ensure a comprehensive and coordinated plan covering all departments within the City of Alhambra.

The Plan was prepared in accordance with the Cal OES Local Hazard Mitigation Plan and FEMA Region 9 preparation guidelines. The complete draft 2026 Alhambra Local Hazard Mitigation Plan can be found here:

https://www.alhambraca.gov/DocumentCenter/View/7548/City-of-Alhambra-LHMP_Adoption-Draft_03092026

10. CONTRACT AUTHORIZATIONS FOR THE PURCHASE AND INSTALLATION OF THE JAIL AND STATION CONTROLLER SYSTEM – F2M26-6B, C2M26 -15, C2M26 -16, M2M26-44

The Police Department Jail Controller System was upgraded in 2016. The system is currently out of warranty and is no longer supported by the vendor. In addition, there have been some malfunctions that have required manual workarounds. Staff contacted three vendors to assess repair or replacement options. One vendor submitted a proposal of $178,836.99; one vendor was unable to provide a quote due to component limitations; and Intelli-Tech and Adrazen Networks submitted a combined proposal of $119,612.93.

Due to the urgent need to secure jail and facility access operations, staff recommends proceeding with Intelli-Tech and Adrazen’s proposal in the amount of $119,612.93. The Department will purchase the equipment required directly from Intelli-Tech in the amount of $54,400.26 and Adrazen will complete the installation in the amount of $65,212.67.

Emergency procurement is allowable under Alhambra Municipal Code Section 3.36.070, which authorizes emergency purchases when a breakdown in machinery or an essential service requires immediate action to protect public health, welfare, or safety.

Recommended Action: City Council award two contracts, subject to final language approval by the City Manager and City Attorney for the procurement and installation of the Jail Controller System to Intelli -Tech (procurement) in the amount of $54,400.26 and to Adrazen Networks (installation) in the amount of $65,212.67; authorize the Chief of Police to execute said agreements; direct the Finance Director to complete a budget transfer of $88,986.90 to the Capital Outlay Fund and to appropriate an additional $30,626.03 from the Capital Outlay Fund to complete the project, for a total project cost of $119,612.93; and, direct staff to undertake the steps necessary to finalize the Council’s action. (M2M26- 44)

7 3-9-26

11. CONTRACT AMENDMENT WITH MOTOROLA SOLUTIONS, INC. FOR COMPUTER

AIDED DISPATCH AND RECORDS MANAGEMENT SYSTEM (RMS) FOR THE POLICE DEPARTMENT – F2M18-6B, C2M18-66, M2M26-45

On December 13, 2018, the City entered into contract no. C2M18-66 for the purchase of the public safety Computer Aided Dispatch (CAD) and Records Manage ment System (RMS) for a total of $1,127,388.85 under a five -year lease. By 2020, the CAD/RMS was implemented, and it included a free year and one month of maintenance through June 30, 2026. On June 27, 2022, the City Council approved a Contract Amendment to C2M18-66 for various enhancements and based on the amendment, another $90,286.64 in contract costs were authorized, bringing the total contract amount to $1,217,675.49. Through June 30, 2026, the expected expenditures for the CAD/RMS support services contract have been identified as $1,201,611.49, which is under the authorized amount. Currently, the system is operating on the 2022 version but needs an upgrade (server migration). This upgrade shall be included in the five -year support and maint enance costs, which when annualized are for an additional $540,860.93 for a contract total not to exceed $1,742,472.42 after adding the year-to-date actuals to the projected five-year costs. The contract is expiring on June 30, 2026 and staff recommends di spensing with the competitive bid process under Municipal Code 3.38.050 to avoid operational disruptions.

Due to the complexity of the current systems and the time required to transition to a new vendor, such change would likely cause delays and service in terruptions, negatively impacting operations.

Recommended Action: City Council approve a contract amendment with Motorola Solutions, Inc. (C2M18-66), subject to final language and approval by the City Attorney and the City Manager, for an additional five-years of service with Motorola Solutions, Inc. for Computer Aided Dispatch (CAD) and Records Management System (RMS) (through June 30, 2031) at an additional cost of $540,860.93 (for a contract total not to exceed $1,742,472.42); authorize the Chief of Police to execute the said amendment; and, direct staff to undertake the steps necessary to finalize the Council’s action. (M2M26-45)
