CITY MANAGER APPROVAL:
DATE: August 24, 2026
TO: Honorable Mayor and Members of the City Council
SUBMITTED BY: Esteban Alvarez, Management Analysta
Dennis Ahlen, Director of Public Works and Utilities
SUBJECT: Approve Modifications to the Midwick Park / Alhambra Hills Tract Preferred Parking District
RECOMMENDATION:
It is recommended the City Council approve a modification to the Midwick Park/ Alhambra Hills Tract Preferred Parking District to reduce the southern boundaries of the district, expand enforcement to Saturdays and Sundays, adopt Resolution R2M26-18, and direct staff to undertake the steps necessary to finalize Council's action.
BACKGROUND:
The Midwick Park/Alhambra Hills Tract Preferred Parking District (PPD) was established in 2015 in response to neighborhood parking concerns associated with spillover student parking from California State University, Los Angeles (CSULA). The existing PPD requires a permit for street parking Monday through Friday from 7:00 a.m. to 7:00 p.m., excluding holidays, and provides a one-hour exemption for delivery companies, gardeners, and other service contractors Residents remain subject to street sweeping regulations and are still required to obtain overnight parking permits.
Since 2015, the Los Angeles Football Club was established, and has further exacerbated area parking concerns.
On June 22, 2026, Council directed staff to undertake community outreach in the PPD to determine the necessary boundaries, possible enforcement Saturdays and Sundays, and applicable days/times.
On July 9, 2026, a community survey was distributed to PPD residents, requesting feedback on the PPD boundaries, as well as days, and times for parking enforcement. The survey was distributed to 376 households.
Survey Results: 162 households responded, representing approximately 43% of the total households in the PPD.
PPD Boundary: Survey results indicated that approximately 68% of respondents support continuing participation in the Preferred Parking District, while approximately 32% indicated they no longer wished to remain within the district. Survey responses indicate that residents along Hellman Avenue and adjacent streets generally support retaining the existing PPD protections.
In contrast, respondents in the southern portions of Charnwood Avenue, Westmont Drive, and Winthrop Drive expressed greater support for removal from the district. Based on the survey responses, it is recommended the southern boundaries be modified as follows, and detailed in Attachment 1:
• 1900-2317 Charnwood Avenue would remain in the PPD, south of that would be removed
• 1615-2401 Westmont Drive would remain in the PPD, south of that would be removed • 2108-2228 Winthrop Drive would remain in the PPD, south of that would be removed PPD Hours:
• Approximately 63% supported no change to the Monday-through-Friday starting time. • Approximately 50% supported no change to the Monday-through-Friday ending time.
Overall, the responses indicate that there is not sufficient support for a change to the existing weekday enforcement hours.
PPD Expansion: There was concentrated support to include Saturdays and Sundays from 7:00 a.m. to 7:00 p.m., on Hellman Avenue, Westmont Avenue, and Charnwood Avenue as follows, and detailed in Attachment 2:
3300-3336 Hellman Avenue would be included in the PPD
1933-2013 Westmont Avenue would be included in the PPD
1900-1944 Charnwood Avenue would be included in the PPD FINANCIAL ANALYSIS:
Costs associated with changing the signage can be absorbed in the Public Works 2026-27 Approved Budget.

CITY MANAGER APPROVAL:

SUBMITTED BY: Esteban Alvarez, Management Analyst
Lucy Garcia, Assistant City Manager fi
SUBJECT: FIRST AMENDMENT TO THE MEMORANDUM OF AGREEMENT
BETWEEN THE SAN GABRIEL VALLEY COUNCIL OF
GOVERNMENTS AND THE CITY OF ALHAMBRA FOR THE
DISTRIBUTION AND USE OF MEASURE A LOCAL SOLUTIONS
RECOMMENDATION:
It is recommended the City Council approve the First Amendment to the Memorandum of Agreement (MOA) between the San Gabriel Valley Council of Governments (SGVCOG) and the City of Alhambra for the distribution and use of Measure A Local Solutions Funds (LSF); authorize the City Manager to execute the First Amendment; appropriate grant revenue and expenditure funds in the amount of $196,997 for Fiscal Year 2026-27; and direct staff to undertake the steps necessary to finalize the Council's action.
BACKGROUND:
In November 2024, Los Angeles County voters approved Measure A, a one-half cent sale tax dedicated to address homelessness within the County. Under Measure A, Local Solutions Funds (LSF) are distributed to eligible cities either directly or through their respective councils of governments.
On October 13, 2025, the City Council approved a Memorandum of Agreement with the San Gabriel Valley Council of Governments (SGVCOG) to receive a 2025-26 allocation of $169,940 under Measure A LSF. The City utilized the funds for the Alhambra Homeless Outreach and Mental Evaluation (HOME) Team and other eligible homelessness response activities consistent with Measure A guidelines including homeless support services from the Los Angeles Center for Drug and Alcohol Abuse (LA CADA).
This First Amendment extends the term of the MOA to include Fiscal Year 2026-27 and provides Alhambra with an additional Measure A LSF allocation of $196,997. As in the previous year, LSF funds will provide for homeless response and support services by the HOME Team and LA CADA.
FINANCIAL ANALYSIS:
The City fully expended the 2025-26 Measure A LSF allocation of $169,940, resulting in no carryover balance. Under the First Amendment, the City will receive a 2026-21 Lst allocation of $196,997, bringing the total funding under the agreement to $366,937.
Staff requests grant expenditures of $196,997 for Fiscal Year 2026-27 be appropriated to expenditure account number 101.12.12100.00000.997090, and grant revenues of $196,997 be appropriated to revenue account number 101.12.00000.00000.420820.

SUBJECT: CONTRACT AMENDMENT - HUD CONSULTING SERVICES
WITH VERONICA TAM AND ASSOCIATES
RECOMMENDATION:
It is recommended that the City Council approve a Contract Amendment to the agreement with Veronica Tam and Associates for professional HUD consulting services (Contract C2M25-50) to provide additional professional services, including preparation of the Environmental Assessment required by the U.S. Department of Housing and Urban Development (HUD) in connection with the City's Section 108 Loan application. The amendment will increase the contract amount by $6,000.00, resulting in a revised not-to- exceed contract amount of $86, 100.00; direct the Finance Director to appropriate $6,000 from the CDBG fund; and direct staff to undertake all necessary steps to finalize the Council's actions.
BACKGROUND:
On October 27, 2025, the City Council approved a three-year contract with Veronica Tam and Associates for professional HUD consulting services in an amount not to exceed $80,100. The scope of services includes preparation of the City of Alhambra's Annual Action Plan(s), Consolidated Annual Performance and Evaluation Reports) (CAPER), and professional staff assistance.
On October 13, 2025, the City Council authorized the submission of a Section 108 Loan application to HUD in the amount of $4,079,000 for the Alhambra Community Center project. As part of HUD's review and processing of the Section 108 loan application, the City is required to complete and submit an Environmental Assessment.
The preparation of the Environmental Assessment is not included in the scope of services under the existing agreement with Veronica Tam and Associates. Accordingly, the City requested Veronica Tam and Associates provide the additional professional services, including the preparation of the Environmental Assessment and related documentation required by HUD. The cost for these additional services is $6,000.00.
FINANCIAL ANALYSIS:
It is recommended that the City Council authorize an appropriation of $6,000.00 to CDBG Account No. 251.12.12500.00000.622100 (Contract Services) to fund the additional professional services. The appropriation will increase the contract's not-to-exceed amount from $80,100.00 to $86,100.00.
