CALL TO ORDER: Mayor Munzing called the Special Meeting of the City Council of the City of Aliso Viejo to order at 6:04 p.m.

HOUSING STUDY SESSION
City Manager David Doyle introduced Community Development Director So Kim, who provided an overview. City Attorney Scott Smith, Deputy City Attorney Ryan Stager, and Wil Soholt ( Kosmont Companies Senior Vice President) provided additional information. Staff responded to questions regarding the Housing Element site inventory, penalties for not meeting Regional Housing Needs Allocation ( RHNA) requirements, City's compliance status, effect of non-compliance on grant funding eligibility, litigation risks, density requirements, and affordable housing rates.
Councilmembers commented on the matter.
