NOTICE OF TEMPORARY PROCEDURES FOR CITY COUNCIL MEETINGS Pursuant to Resolution #2021-55 adopted by City Council on October 19, 2021, City Councilmembers, City Staff and the public may participate in the meeting via teleconference or other electronic means. The meeting will be also held at the City Council Chambers, 200 W. North Street, Alturas, California. A roll call vote is required for all items on the agenda.

1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.

4. CONSENT AGENDA: It is recommended that items _a_ through _f_ be acted on simultaneously unless separate action is requested by Council or Staff:
a) Approve minutes of December 21, 2021 meeting.
b) Approve City warrants for December, 2021 in the amount of $184,908.94 c) Adopt Resolution #2022-1 removing inactive water & sewer accounts in the amount of $800.34.
d) Approve ACH reconciliation report for December, 2021 in the amount of $154,014.17. e) Requesting approval to extend Resolution #2021-55 for an additional 30 days to authorize remote teleconference meetings of the legislative bodies of City of Alturas pursuant to Brown Act provisions.
f) Adopt Resolution #2022-2 approving the applications for the City of Alturas Utility Relief Program in the amount of $1,477.97.
5. Discussion/Action: Heidi Hall would like to address the City Council regarding her concern of a nuisance property.
6. Discussion/Action: Requesting approval of the second reading of Ordinance #524 rezoning a commercial property into a residential property. Property is located at 220 & 222 W. McDowell Avenue (Assessor Parcel Number 003-172-012). (Planning Director Picotte)
7. Discussion/Action: Authorizing the City Attorney to draft and sign a termination of lease between High Desert Lumber, LLC and the City of Alturas. (Director of Public Works Picotte)
8. Discussion/action: Requesting approval to adopt Resolution #2022-3 approving the application for Rural Recreation and Tourism Program Grant funds. (Pool Committee Representative/Director of Public Works Picotte)
9. Discussion/action: Requesting approval to adopt Resolution #2022-4 approving the Eighth Amendment to Garbage Service Contract between USA Waste of California, Inc. and the City of Alturas. (Director of Public Works Picotte)
10. Discussion/action: Authorize the City Mayor to sign a support letter for the Modoc County Road Department for their application for the Clean California Local Grant Program. (Director of Public Works Picotte)
11. Discussion only: Requesting approval to adopt Resolution #2022-5 authorizing the Director of Public Works to sign the Settlement Agreement and Stipulation for Entry of Administrative Civil Liability Order (Stipulated Order) from the California Regional Water Quality Control Board. 12. Discussion/action: Requesting approval to adopt Resolution #2022-6 requesting the County Elections to conduct the Election and requesting consolidation of the Election. (City Clerk Binning)
13. Discussion/Action: Requesting Council approval of a 3-year employment contract for the Assistant Finance Director Macey Binning-VonRader effective February 1, 2022 through January 31, 2025. (Assistant Finance Director Committee)
