NOTICE OF TEMPORARY PROCEDURES FOR CITY COUNCIL MEETINGS Pursuant to Resolution #2021-55 adopted by City Council on October 19, 2021, City Councilmembers, City Staff and the public may participate in the meeting via teleconference or other electronic means. The meeting will be also held at the City Council Chambers, 200 W. North Street, Alturas, California. A roll call vote is required for all items on the agenda.

1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.

4. CONSENT AGENDA: It is recommended that items _a_ through _f_ be acted on simultaneously unless separate action is requested by Council or Staff:
a) Approve minutes of January 18, 2022 meeting.
b) Approve City warrants for January, 2022 in the amount of $204,574.84. c) Adopt Resolution #2022-7 removing inactive water & sewer accounts in the amount of $2,687.87.
d) Approve ACH reconciliation report for January, 2022 in the amount of $164,323.80. e) Requesting approval to extend Resolution #2021-55 for an additional 30 days to authorize remote teleconference meetings of the legislative bodies of City of Alturas pursuant to Brown Act provisions.
f) Adopt Resolution #2022-8 approving the applications for the City of Alturas Utility Relief Program in the amount of $6,941.46.
5. Discussion/Action: Requesting approval to adopt Resolution #2022-9 authorizing the Alturas Fire Department to use Risk Management Accreditation Program (RMAP) funds to purchase smoke detectors for City buildings. Funds will not exceed $1,700.00. (City Treasurer Long/Fire Marshal Hunter)
6. Discussion/action: Requesting approval to adopt Resolution #2022-10 approving the first amended budget for Fiscal Year 2021/2022 in the amount of $6,548,525.00. (City Treasurer Long)
7. Discussion/action: Authorize the City Mayor to sign a support letter for the Modoc County USDA-Inspected Processing Facility Project. (Superior California Economic Development Committee Representative Crosby)
8. Discussion/action: Requesting approval to adopt Resolution #2022-11 approving the guidelines for the submission and tabulation of protests in connection with rate hearings conducted pursuant to Article XIIID, Section 6 of the California Constitution. (Director of Public Works Picotte)
9. Discussion/action: Anders Rasmussen and Richard Culp, representing SHN Consulting Engineers to review the Wastewater Rate Study. (Director of Public Works Picotte)
