NOTICE OF TEMPORARY PROCEDURES FOR CITY COUNCIL MEETINGS Pursuant to Resolution #2021-55 adopted by City Council on October 19, 2021, City Councilmembers, City Staff and the public may participate in the meeting via teleconference or other electronic means. The meeting will be also held at the City Council Chambers, 200 W. North Street, Alturas, California. A roll call vote is required for all items on the agenda.

1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.

4. CONSENT AGENDA: It is recommended that items _a_ through _g_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of April 19, 2022 meeting.
b.) Approve minutes of April 21, 2022 special meeting.
c.) Approve City warrants for April, 2022 in the amount of $138,597.46. d.) Adopt Resolution #2022-23 removing inactive water & sewer accounts in the amount of $11,125.04.
e.) Approve ACH reconciliation report for April, 2022 in the amount of $145,628.02. f.) Requesting approval to extend Resolution #2021-55 for an additional 30 days to authorize remote teleconference meetings of the legislative bodies of City of Alturas pursuant to Brown Act provisions.
g.) Adopt Resolution #2022-24 approving the applications for the City of Alturas Utility Relief Program in the amount of $3,460.75.
5. Discussion/Action: Modoc County Junior Show Board would like to invite the City Council to the annual Junior Livestock Show and Sale which will be held June 13th- 17th.
6. Discussion/Action: Modoc County Sheriff Tex Dowdy and Heather Hadwick, Deputy Director of the Office of Emergency Services (OES) to provide an update to City Council on emergency disaster preparedness.
7. Public Hearing: The Alturas City Council will consider the first reading of Ordinance #526 adopting a Military Equipment Use Policy.
8. Discussion/Action: Requesting approval of the first reading of Ordinance #526 adopting a Military Equipment Use Policy. (Police Chief Cullins)
9. Discussion/action: 2022 Local Agency Biennial Notice – City Attorney review and determination of City of Alturas Conflict of Interest Code as required by the Political Reform Act. (City Clerk Binning/City Attorney Hedlund)
10. Discussion/action: Requesting approval to adopt Resolution #2022-25 authorizing the City Council to join in the Joint Exercise Powers of Authority Agreement relating to the California Municipal Finance Authority. (City Attorney Hedlund)
11. Discussion/action: Requesting approval to adopt Resolution #2022-26 authorizing the City Attorney to provide written notice to extend the Option to Purchase Agreement between the City of Alturas and SCP Manteca, LLC to August 31, 2024. (City Attorney Hedlund)
12. Discussion/action: Council appointment of Brian Cox and Paul Minchella to serve on the 2022/2023 Labor Negotiations Ad-Hoc Committee effective July 19, 2022.
13. Discussion/action: Council appointment of Brian Cox and Paul Minchella to serve on the 2022/2023 Budget Ad-Hoc Committee effective July 19, 2022.
14. Discussion/action: Council appointment of Samantha Wood to serve on the Transient Occupancy Tax Ad-Hoc Committee effective July 19, 2022.
15. Discussion/action: Council appointment of Paul Minchella to serve on the Sales Tax AdHoc Committee effective July 19, 2022.
16. Discussion/action: Council appointment of Paul Minchella as City Council representative alternate to serve on the LAFCO Board to replace Councilmember Loni Lewis effective July 19, 2022.
17. Discussion/action: Council appointment of Kelly Crosby as City Council representative alternate to serve on the Modoc County Transportation Commission to replace Councilmember Loni Lewis effective July 19, 2022.
18. Discussion/action: Review and reappoint Mayor appointments. (Mayor Steffek)
