Modoc County Sheriff Tex Dowdy and Heather Hadwick, Deputy Director of the Office of Emergency Services (OES) provided the City Council with an update on emergency disaster preparedness. Mrs.
Hadwick informed the Council they are using new software that has divided Modoc County into four different zones. This software will alert residents if an emergency evacuation is issued in their zone. This will also provide the location of the incident command center and give everyone real time updates. This system is compatible with the California “Code Red” alerting system. During the last emergency preparedness community meeting a representative from Bonneville Power Administration attended and informed local agencies that power outages will not be common as anticipated. Office of Emergency Services (OES) is still creating a contingency plan and informing residents on how to be prepared for power outages.
Modoc County Sheriff Tex Dowdy would like for the community to understand if power outages do occur this will not be a decision from the local level but from Bonneville Power.
Heather Hadwick informed the Council that since January 2021, Modoc County has been declared in drought. They gather this information weekly from the Federal website called drought monitor. Modoc County recently created a task force to monitor drought conditions and new legislation that coincides with drought. The task force will also explore grant opportunities. Mrs. Hadwick informed the Council with the Homeland Security grant funding the City was able to get a generator. The generator will be mounted to a trailer to be mobile. With the grant funding from Homeland Security, the City and County will also be able to upgrade their facilities to be more secure. However, with new restrictions to this funding the agencies created the Gang of Five to evenly distribute the funding.
