NOTICE OF TEMPORARY PROCEDURES FOR CITY COUNCIL MEETINGS Pursuant to Resolution #2021-55 adopted by City Council on October 19, 2021, City Councilmembers, City Staff and the public may participate in the meeting via teleconference or other electronic means. The meeting will be also held at the City Council Chambers, 200 W. North Street, Alturas, California. A roll call vote is required for all items on the agenda.

1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.

4. CONSENT AGENDA: It is recommended that items _a_ through _f_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of July 19, 2022 meeting.
b.) Approve City warrants for June, 2022 in the amount of $592,811.13. c.) Approve City warrants for July, 2022 in the amount of $58,213.38. d.) Approve ACH reconciliation report for July, 2022 in the amount of $429,814.52. e.) Requesting approval to extend Resolution #2021-55 for an additional 30 days to authorize remote teleconference meetings of the legislative bodies of City of Alturas pursuant to Brown Act provisions.
f.) Adopt Resolution #2022-41 approving the applications for the City of Alturas Utility Relief Program in the amount of $2,289.82.
5. Discussion/action: Requesting approval for Resolution #2022-42 authorizing the Joint Powers Authority Agreement between the City of Alturas and California Intergovernmental Risk Authority (CIRA). (City Treasurer Long)
6. Discussion/action: Requesting approval for Resolution #2022-43 authorizing the Director of Public Works to execute Financial Assistance Application for a financing agreement from the State Water Resources Control Board. (Director of Public Works Picotte)
7. Discussion/action: Requesting approval for Resolution #2022-44 approving the 2021 General Plan annual progress report. (Director of Public Works Picotte)
8. Discussion/action: Authorize the City Attorney to draft an office space lease agreement between the City of Alturas and Modoc Economic Development Corporation and Resource Conservation District. (Director of Public Works Picotte)
9. Discussion/action: Requesting approval to grant an easement on City owned parcels APN 003-171-052; 003-171-048; 003-171-049 and 003-171-002. (Director of Public Works Picotte)
