NOTICE OF TEMPORARY PROCEDURES FOR CITY COUNCIL MEETINGS Pursuant to Resolution #2021-55 adopted by City Council on October 19, 2021, City Councilmembers, City Staff and the public may participate in the meeting via teleconference or other electronic means. The meeting will be also held at the City Council Chambers, 200 W. North Street, Alturas, California. A roll call vote is required for all items on the agenda.

1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. Moment of silence for Bobby G. Ray who served as the Alturas City Mayor from January 1977 to April 1980 and again June 2018 to March 2020.
3. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.

5. CONSENT AGENDA: It is recommended that items _a_ through _e_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of September 20, 2022 meeting.
b.) Approve City warrants for September, 2022 in the amount of $150,028.92. c.) Approve ACH reconciliation report for September, 2022 in the amount of $115,265.16.
d.) Adopt Resolution #2022-51 removing inactive water & sewer accounts in the amount of $251.08.
e.) Requesting approval to extend Resolution #2021-55 for an additional 30 days to authorize remote teleconference meetings of the legislative bodies of City of Alturas pursuant to Brown Act provisions.
6. Discussion/Action: Requesting approval of Resolution #2022-52 approving the 2022/2023 Fiscal Year Budget in the amount of $5,027,182.00. (City Treasurer Long)
7. Discussion/action: Requesting approval of Resolution #2022-53 approving the Memorandum of Understanding between the United Public Employees of California Local 792 Alturas Safety Unit and the City of Alturas. (Safety Unit Labor Negotiation Committee)
8. Discussion/action: Council appointment of Brian Cox as City Council representative to serve on the Modoc County Transportation Commission. Effective October 18, 2022. (Mayor Cox)
9. Discussion/action: Council appointment of Paul Minchella as City Council representative alternate to serve on the Modoc County Transportation Commission to replace Councilmember Kelly Crosby. Effective October 18, 2022. (Mayor Cox)
10. Discussion/action: Council appointment of Kelly Crosby to the Sales Tax Ad-Hoc Committee to replace Councilmember Paul Minchella. Effective October 18, 2022. (Mayor Cox)
