NOTICE OF TEMPORARY PROCEDURES FOR CITY COUNCIL MEETINGS Pursuant to Resolution #2021-55 adopted by City Council on October 19, 2021, City Councilmembers, City Staff and the public may participate in the meeting via teleconference or other electronic means. The meeting will be also held at the City Council Chambers, 200 W. North Street, Alturas, California. A roll call vote is required for all items on the agenda.

1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.

4. CONSENT AGENDA: It is recommended that items _a_ through _e_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of November 15, 2022 meeting.
b.) Approve City warrants for November, 2022 in the amount of $213,762.22. c.) Approve ACH reconciliation report for November, 2022 in the amount of $129,630.42.
d.) Adopt Resolution #2022-59 removing inactive water & sewer accounts in the amount of $237.64.
e.) Requesting approval to extend Resolution #2021-55 for an additional 30 days to authorize remote teleconference meetings of the legislative bodies of City of Alturas pursuant to Brown Act provisions.
5. Discussion/Action: Requesting approval of Resolution #2022-60 adopting the Appropriation Limit for Fiscal Year 2022-2023 in the amount of $6,191,958.00. (City Treasurer Long)
6. Discussion/Action: Requesting approval of Resolution #2022-61 authorizing expenditure of State and Local Fiscal Recovery Funds (SLFRF) in an amount not to exceed $50,000.00. (City Treasurer Long)
7. Discussion/Action: Requesting approval of Resolution #2022-62 authorizing the City of Alturas to enroll in the California Low Income Household Water Assistance Program (LIHWAP) provided by California Department of Community Services and Development (CSD). (City Treasurer Long)
8. Discussion/action: Requesting approval to adopt Resolution #2022-63 approving the Memorandum of Understanding between the City of Alturas and Modoc County Sheriff’s Office for 911 Dispatch Services for fiscal year 2022-2023. (Police Chief Cullins)
