NOTICE OF TEMPORARY PROCEDURES FOR CITY COUNCIL MEETINGS Pursuant to Resolution #2021-55 adopted by City Council on October 19, 2021, City Councilmembers, City Staff and the public may participate in the meeting via teleconference or other electronic means. The meeting will be also held at the City Council Chambers, 200 W. North Street, Alturas, California. A roll call vote is required for all items on the agenda.

1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.
3. Moment of silence for Richard W. Steyer who served as the Alturas City Mayor from August 1997 to March 2022.

5. CONSENT AGENDA: It is recommended that items _a_ through _f_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of December 20, 2022 meeting.
b.) Approve minutes of January 5, 2023 special meeting. c.) Approve minutes of January 11, 2023 special meeting. d.) Approve City warrants for December, 2022 in the amount of $131,617.40. e.) Approve ACH reconciliation report for December, 2022 in the amount of $107,594.30.
f.) Adopt Resolution #2023-1 removing inactive water & sewer accounts in the amount of $673.16.
6. Public Hearing: The Alturas City Council will consider the first reading of Ordinance #527 repealing and replacing Chapter 4 “Animals and Fowl”.
7. Discussion/Action: Requesting approval of the first reading of Ordinance #527 repealing and replacing Chapter 4 “Animals and Fowl”. (Police Chief Cullins/City Clerk Binning)
8. Public Hearing: The Alturas City Council will consider the first reading of emergency Ordinance #528 temporarily permitting the use of a “Reserved Officer Program”.

10. Discussion/action: Requesting approval to adopt Resolution #2023-2 approving the ninth amendment to Garbage Service Contract between USA Waste of California, Inc. and the City of Alturas. (Director of Public Works Picotte)
11. Discussion/action: Requesting approval to adopt Resolution #2023-3 approving the first amendment to the Personal Service Contract for Chief Plant Operator Jeffrey A. Nield and the City of Alturas. (Director of Public Works Picotte)
12. Discussion/action: Review submitted Request for Qualifications (RFQ) for the Swimming Pool Rehabilitation Project #2023-002 and award bid. (Director of Public Works Picotte)
13. Discussion/action: Recommendation to appoint a new Alturas Planning Commissioner to fill an unexpired vacancy. Term to expire March of 2024. (Planning Director Picotte)
