4. CONSENT AGENDA: It is recommended that items _a_ through _c_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of September 19, 2023 meeting.
b.) Approve City warrants for September 2023 in the amount of $325,004.24. c.) Approve ACH reconciliation report for September 2023 in the amount of $118,998.30.
5. Discussion/action: Approval of Lloyd Heidinger as the City Representative to the Modoc County Library Advisory Board. (Mark Steffek, Library Advisory Board)
6. Discussion/action: Adopt Resolution #2023-54 adopting the proposed 2023/2024 fiscal year budget in the amount of $9,971,752.00. (City Treasurer Long)
7. Discussion/action: Adopt resolution #2023-55 approving the City Council Travel Policy. (City Treasurer Long)
8. Discussion/action: Adopt Resolution #2023-56 accepting the completion of the East Street rehabilitation project and authorizing project close out. (DPW Farnam).
9. Discussion/action: Adopt Resolution #2023-57 authorizing the Director of Public Works and/or City Council to fully execute Facility Use Agreements (DPW Farnam).
10. Discussion/action: Request approval of an updated Caltrans Delegated Maintenance Agreement 02-MTC23-004. (DPW Farnam).
11. Discussion/action: Request approval to purchase the digital subscription of the newest version of California Fire Code and the digital subscription of NFPA link to stay current with the State and ISO. The cost of the California Fire Code is $130.00 annually, and the cost of the NFPA Link is $114.99 annually (Fire Marshal Hunter).
