1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE

4. CONSENT AGENDA: It is recommended that items _a_ through _h_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of November 21, 2023 meeting.
b.) Approve minutes of December 20, 2023 special meeting. c.) Approve minutes of January 4, 2024 special meeting. d.) Approve City warrants for November 2023 in the amount of $504,555.34. e.) Approve City warrants for December 2023 in the amount of $205,490.20. f.) Approve ACH reconciliation report for November 2023 in the amount of $98,396.61.
g.) Approve ACH reconciliation report for December 2023 in the amount of $169,147.54.
h.) Adopt Resolution #2024-1 removing inactive water and sewer accounts in the amount of $1,030.38.
5. CLOSED SESSION: Anticipated Litigation – Significant Exposure to Litigation – GC 54956.9(d)(2) – 5 potential cases. (City Attorney Hedlund)
6. Discussion/Action: Addressing and Resolving Formal Grievances made by United Public Employees of California Local #792 Safety Unit Related to the Alturas City Council. (City Attorney Hedlund)
7. Discussion/Action: Request by City Mayor to have City IT Staff Preserve Emails Of City Staff and City Council Members (City Attorney Hedlund)
8. Discussion/Action: Removal of current appointed Mayor. (Councilmember Crosby)
9. Discussion/Action: Nominate and appoint a new Mayor. (Councilmember Crosby)
10. Discussion/Action: High Desert Lumber LLC desires to renegotiate the existing lease at the City Mill Site. (Public Works Director Farnam)
