1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE

4. CONSENT AGENDA: It is recommended that items _a_ through _d_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of January 16, 2024 meeting.
b.) Approve City warrants for January, 2023 in the amount of $460,676.87. c.) Approve ACH reconciliation report for January, 2023 in the amount of $143,327.72.
d.) Adopt Resolution #2024-2 removing inactive water & sewer accounts in the amount of $598.85.
5. Discussion/Action: Requesting approval to adopt Resolution #2024-3 approving the Tenth Amendment to the Garbage Service Contract. (Director of Public Works Farnam)
6. Discussion: Present a draft of the feasibility study for a potential meat processing facility in Modoc County. (Sarah DeForest, Morrison Grants Manager)
7. Discussion/Action: Request approval of a five-year memorandum of understanding with the Modoc County Sheriff’s Office of Emergency Services to define management responsibilities in the event of a locally declared emergency within the City of Alturas. (Director of Public Works Farnam)
8. Discussion/Action: Requesting approval to adopt Resolution #2024-4 to recognize and honor dedicated service of passed Police Chief Robert “Sid” Cullins. (Mayor Crosby)
9. Discussion/Action: Requesting approval of a three (3) year employment agreement for Dominic Budmark as Assistant Public Works Director. (Director of Public Works Farnam)
10. Discussion/Action: Requesting approval to adopt Resolution #2024-5 extending the Personal Service Agreement with Jeffrey Neild for one year. (Director of Public Works Farnam)
11. Discussion/Action: Requesting approval to purchase property located at APN 001-168- 001-000 and APN 001-168-002-000 to secure easement access for drainage maintenance on west side of town. Purchase not to exceed $9,500.00. (Director of Public Works Farnam)
12. Discussion/Action: Requesting approval to adopt Resolution #2024-6 approving the first amended budget for Fiscal Year 2023/2024 in the amount of $10,358,324.00 (City Treasurer Long)
13. Discussion/Action: Review and reappoint Mayor appointments to City Committees. (Mayor Crosby)
14. Discussion/Action: Review and discuss Civil Action Petition from Ian A. Leipper. (City Attorney Hedlund)
15. Discussion/Action: Selection of an alternate Council Member to attend the California League of Cities Leadership Summit Conference. (Mayor Crosby)
