1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. 4. CONSENT AGENDA: It is recommended that items _a_ through _d_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of February 20, 2024 meeting.
b.) Approve City warrants for February 2024 in the amount of $168,457.04. c.) Approve ACH reconciliation report for February 2024 in the amount of $117,731.22.
d.) Adopt Resolution #2024-7 removing inactive water & sewer accounts in the amount of $636.79.
5. Discussion/Action: Representatives of the Modoc High School would like to request approval and assistance to hang banners on Main Street in honor of Modoc High School Graduates of 2024.
6. Discussion/Action: Gena Long, representing the Modoc Crisis Center/TEACH, requests permission to put signs along Main Street for Sexual Assault Awareness Month in April.
7. Discussion/Action: American Red Cross is requesting authorization for the Mayor to sign a Proclamation declaring March as Red Cross Month.
8. Public Hearing: The City Council is holding a public hearing seeking community input on the City of Alturas Community Development Block grant – CV2/CV3 projects: Utility Relief Program and Decontamination Station, prior to the close-out of the grant as required by the Community Development Block Grant close-out process. 9. Discussion/Action: Adopt Resolution #2024-8 approving an updated Public Works fee schedule. (Public Works Director Farnam)
10. Discussion/Action: Adopt Resolution #2024-9 approving the FY 2023/2024 – 2027/2028 Capital Improvement Plan for Water and Wastewater for the City of Alturas. (Director of Public Works Farnam)
11. Discussion/action: Adopt Resolution #2024-10 authorizing the Director of Public Works to contract with the Modoc County Agricultural Department for annual weed control services. (Director of Public Works Farnam)
12. Discussion/Action: Request Mayor to sign the 60-day Notice of Termination of the Memorandum of Understanding between the County of Modoc and City of Alturas for Building Inspection Services. (Director of Public Works Farnam)
13. Discussion/Action: Request Mayor signature on construction agreement with Q&D Construction for Reseal Joints Runway 13-31 and Taxiway B at Alturas Municipal Airport AIP NO. 3-06-003-021-2023 (Director of Public Works Farnam).
14. Discussion: CalPers Unfunded Liability for Classic employees. (Councilmember Cox)
