Alex Moreo, representing the Alturas Elks Lodge, stood to explain his item. This is an annual event, and they are just requesting permission to sell alcohol on the premises for the Masten Ramsey horse show.
MOTION by Councilmember Wood, SECONDED by Councilmember Minchella to grant permission to the Alturas Elks Lodge #1756 to sell alcohol at the annual Masten Ramsey horse show July 20th and 21st.
ALL AYES.
City Treasurer Long explains that we received two applicants for the City Attorney position. In her opinion, the most complete application received was from Mr. Henion. The application received from Kenny and Norine was a little less complete, and did include a statement to disregard the application should there be more applications received.
Mayor Crosby stated that Kenny was someone she has worked with when she was at the County, on contracts and other things. He was always very pleasant and professional.
Councilmember Minchella adds that Kenny is in Redding and knows Modoc County and our rural area.
Henion is farther, but does look to have a lot of experience.
Councilmember Wood says that Henion did state that he would be willing to re-locate.
Councilmember Minchella states that he is leaning toward Henion.
Mayor Crosby says that she is leaning toward Kenny and Norine.
Councilmember Minchella asks Treasurer Long for her opinion.
Treasurer Long states that in her experience in dealing with attorneys, a major plus is when California law comes first and they are very familiar with it. That definitely helps. She continues that we need someone strong in dealing with cities and what we go through. Part of the RFP is to submit a draft contract, so both have submitted that to go over as well.
Councilmember Minchella says that Kenny may be able to hit the ground running in his experience with cities and knowledge of our area.
Mayor Crosby agrees, and says that he knows a lot about both city and county government.
Assistant Public Works Director Budmark states that he has also worked with Kenny while he was at the County and that he was always very helpful and prompt, he didn’t let things sit and wait.
Mayor Crosby says that we have to consider if the person can hit the ground running, knows how rural we are and understands what comes with that. She suggests we evaluate our contracts each year to ensure that we are happy with the services we are getting, and keep the communication open with all of our contracted employees.
Councilmember Wood states that she agrees with this whole discussion.
Discussion closed.
MOTION by Councilmember Minchella, SECONDED by Councilmember Wood to extend an offer to Kenny and Norine and start the next steps to get them on board. ALL AYES.
Councilmembers want it on record that Mr. Henion did not have experience with a city that does not have a city manager, but Kenny does.
With no further business to come before City Council, MOTION by Councilmember Minchella, SECONDED by Councilmember Wood to adjourn the meeting and to return in regular session on Tuesday, June 25th, 2024 at 2:00 pm, City Hall. ALL AYES
Respectfully,
Tacie Wheeler
City Clerk
