4. CONSENT AGENDA: It is recommended that items a through _c_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of June 25, 2024 meeting.
b.) Approve ACH reconciliation report for June, 2024 in the amount of $187,303.64. c.) Adopt Resolution #2024-27 amending the dollar amount of Resolution #2024-24 removing inactive water and sewer accounts from May from the amount of $447.10 to $359.95.
5. Discussion/action: Requesting approval to adopt Resolution #2024-32 recognizing profound appreciation for John Benoit, Executive Officer of the Modoc Local Agency Formation Commission (LAFCO). (Mayor Crosby)
Discussion/action: Requesting approval to adopt Resolution #2024-28 declaring the results of the consolidated municipal election of March 5, 2024. (City Clerk Wheeler) City Treasurer Dorothy Long to administer the Oath of Office to newly elected officers:
Councilmember Jodie Larranaga, Councilmember Duanna Knighton, Councilmember Jennifer Engel and City Clerk Tacie Wheeler.
NEW BUSINESS:
The City Clerk calls for nominations for Mayor and Mayor Pro-Tem.
Discussion/action: Recommend to re-appoint Sean Buie and Rosemary Nelson to another four-year term on the Alturas Planning Commission through July 2028. One vacant seat due to Commissioner Knighton being elected to Alturas City Council. (City Clerk Wheeler)
10. Discussion/action: Update Mayor appointments for department representatives and committees. (Mayor/City Clerk Wheeler)
Discussion/action: Requesting approval to adopt Resolution #2024-29 authorizing application for the Federal Excess Personal Property (FEPP) Program and delegating authority to the Fire Chief to sign the agreement. (Fire Marshal Hunter)
12. Discussion/action: Requesting approval to adopt Resolution #2024-30 authorizing submittal of a Regional Used Oil Payment Program application with Modoc County being the regional lead agency, related authorizations and identification of regional participants. (City Treasurer Long)
13. Discussion/action: Requesting approval to adopt Resolution #2024-31 authorizing the Director of Public Works and or the City Treasurer to award bids and execute all documents needed to complete the upgrade of the HVAC unit in City Hall. (City Treasurer Long)
