1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda. Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.

CITY COUNCIL BUSINESS
4. CONSENT AGENDA: It is recommended that items _a_ through _d_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of August 20, 2024 meeting.
b.) Approve City Warrants for August 2024 in the amount of $798497.52. c.) Approve ACH reconciliation report for August 2024 in the amount of $119,454.53. d.) Adopt Resolution #2024-37 removing inactive water and sewer accounts from August 2024 in the amount of $1796.60.
5. Discussion/action: Gena Long, representing the Modoc Crisis Center/Teach, requests permission to put Domestic Violence Awareness signs along Main Street for the month of October.
6. Discussion/action: Ryan Wilson, representing Modoc Crisis Center/Teach, requests permission to display life size cutouts showing how many victims of domestic violence we had last year. They would be displayed for a week in October at the park next to Plumas Bank.
7. Discussion/action: Review letters of interest for Planning Commission and select a person to fill the vacancy.
8. Discussion/action: Respectfully request to approve the Pre-Approved Residential Building Plans Program as required by the LEAP grant. (Director of Public Works Farnam)
9. Discussion/action: In the event that an employee or other entity files a complaint against any City Council Member, the City of Alturas shall provide any current or past City Council members with legal representation, and extend those same rights given to employees in similar matters to the City Council Member in the notification and review of the complaint made by the employee or entity. This applies strictly to matters that are related to the City Council Member’s interaction and duties related to the governance of the City of Alturas and oversight of City Staff. (Councilmember Cox)
10. Discussion: Discuss the feasibility of hiring a City Manager. (Councilmember Cox)
