4. CONSENT AGENDA: It is recommended that items _a_ through _d_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of September 17, 2024 meeting.
b.) Approve City Warrants for September 2024 in the amount of $1,172,385.60. c.) Approve ACH reconciliation report for September 2024 in the amount of $191,643.78.
d.) Adopt Resolution #2024-38 removing inactive water and sewer accounts from September 2024 in the amount of $372.58.
5. Discussion/action: Edwin Allert, of the Veterans of Foreign Wars Post 3327, requests letter of support for the November 11 Veterans Day Parade for 2024.
6. Discussion/action: Authorize the Mayor to sign the updated Memorandum of Understanding with Golden State Risk Management Authority (GSRMA). (Treasurer Long)
7. Discussion/action: Authorize the City Treasurer to sign a Letter of Support for the Recreation Economy for Rural Communities Program. (Treasurer Long)
8. Discussion/action: Approve Resolution #2024-39 authorizing the City Treasurer/HR Director to be the delegating authority to make determinations of disability on behalf of the City of Alturas under Government Code Section 21156. (Treasurer Long)
9. PUBLIC HEARING: Final Addendum, Initial Study/Mitigated Negative Declaration, Alturas Wastewater Treatment Plant Improvement Project (SCH No. 202100579)
10. Discussion/action: Approve Resolution #2024-40 certifying the Final Addendum Initial Study/Mitigated Negative Declaration and Mitigation and Monitoring Program for upgrades to the City’s wastewater treatment plant that includes decommissioning the existing wastewater treatment plant; pumping the raw wastewater to new offsite aeration ponds; and disposal of treated wastewater through land discharge and percolation ponds on Assessor’s Parcel Number 022-130-042. 11. Discussion/action: Update on the 2024 Pool Season. (Director of Public Works Farnam)
12. Discussion/action: Approve Resolution #2024-41 authorizing the Director of Public Works to solicit RFP’s, select subsequent proposal and execute any necessary contracts for Per Capita Grant Program, pursuant to Resolution #2020-51. (Director of Public Works Farnam)
13. Discussion/action: Approve Resolution #2024-42 for the approval Determination of Disability Retirement (Government Code Section 21156). (Treasurer Long)
14. Discussion/action: In the event that an employee or other entity files a complaint against any City Council Member, the City of Alturas shall provide any current or past City Council members with legal representation, and extend those same rights given to employees in similar matters to the City Council Member in the notification and review of the complaint made by the employee or entity. This applies strictly to matters that are related to the City Council Member’s interaction and duties related to the governance of the City of Alturas and oversight of City Staff. (Councilmember Cox)
15. Discussion/action: Appoint an Ad Hoc Committee for the position of City Manager. (Councilmember Engel)
