4. CONSENT AGENDA: It is recommended that items _a_ through _d_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of March 18, 2025 meeting.
b.) Approve City Warrants for March 2025 in the amount of $190,932.71. c.) Approve ACH reconciliation report for March 2025 in the amount of $140,647.29. d.) Adopt Resolution #2025-10 removing inactive water & sewer accounts from March in the amount of $237.65.
5. Discussion/action: Representatives of the Modoc High School would like to request approval and assistance to hang banners on Main Street in honor of Modoc High School Graduates of 2025.
6. Discussion/action: Approve City Treasurer’s recommendation for promotion for Hayley Banks from Administrative Clerk I to Administrative Clerk II, as outlined in the approved job descriptions, effective April 1, 2025. (Treasurer Long)
7. PUBLIC HEARING: The Alturas City Council will consider the first reading of Ordinance #532 officially designating the Fire Hazard Severity Zones as recommended by the California Department of Forestry and Fire Protection in accordance with Government Code Section 51178.

9. Discussion/action: Request to adopt Resolution #2025-11 updating the recreation fee schedule, rescinding the previous fee Resolution #’s 2023-60 and 2024-21. (Director of Public Works Farnam)
10. Discussion/action: Request approval of West C Street RPL-5120(011) and Nagle Street RPL-5210(012) Alturas Street Rehabilitation Projects low bid award to ST Rhoades Construction for $666,910.00. (Director of Public Works Farnam)
11. Discussion/action: Request to adopt Resolution #2025-12 for the fee schedule for the Rental Housing Inspection Program. (Director of Public Works Farnam)
12. Discussion: Request direction from City Council on responding to letter from High Desert Lumber dated April 8, 2025, requesting a 30-year lease extension for the Alturas Mill Site. (Director of Public Works Farnam)
