1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE
2. PUBLIC FORUM: The public may address the Council with items not listed on the agenda.
Should a request call for action by the Council, the item will be placed on a later agenda. Each speaker is allocated (3) minutes to speak. Speakers may not exceed their time, unless extension was requested and approved prior.

4. CONSENT AGENDA: It is recommended that items _a_ through _c_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of August 19, 2025 meeting.
b.) Approve City Warrants for August 2025 in the amount of $146,165.98. c.) Approve ACH reconciliation report for July 2025 in the amount of $636,182.63. d.) Approve ACH reconciliation report for August 2025 in the amount of $213,721.74. e.) Adopt Resolution #2025-24 removing inactive water & sewer accounts from June in the amount of $955.70.
5. Discussion/action: Accept resignation letter from Tuli Toaetolu from Planning Commission.
6. Discussion/action: Appoint Cynthia Pena, Planning Commissioner alternate, to the vacant position on the Planning Commission.
7. Discussion/action: Ryan Wilson, representing Modoc Crisis Center/Teach, requests permission to display life size cutouts showing how many victims of domestic violence we had last year. This would be displayed for a week in October next to Plumas Bank.
8. Discussion/action: Request authorization to use Risk Management Accreditation Program (RMAP) funds, not to exceed $8,000, to repair the City’s Emergency Horn. (City Treasurer Long)
9. Discussion/action: Request permission to post a Request for Qualifications (RFQ) for City Engineer Services. (Public Works)
10. Discussion/action: Request approval to sign the consulting services agreement with SHN Consulting Engineers and Geologist for the Modoc Community Park Project. (Public Works)
11. Discussion/action: Request approval for Public Works Director to sign lease agreement with Pacific Power for communication site on Tank Hill. (Public Works)
