October 15, 2025 at 10:00 a.m.
Alturas City Council Mayor Paul Minchella called the special meeting to order at 10:00 a.m. at the City Council Chambers. Councilmembers present: Paul Minchella, Jennifer Engel, Duanna Knighton, Brian Cox and Jodie Larranaga. Councilmembers absent: None. Staff present: City Clerk Tacie Wheeler, City Attorney John Kenny. Public attending: None.
All present joined together in the Pledge of Allegiance.
No public forum.
MOTION by Councilmember Engel, SECONDED by Councilmember Knighton to go into Closed Session at 10:01 a.m. ALL AYES.
Mayor Minchella recused himself.
Reconvened back to open session at 11:00 a.m.
Mayor Pro-Tem was authorized to send a letter to the Chief of Police.
Mayor Pro-Tem was authorized to sign a contract with a hearing officer if necessary.
With no further business to come before City Council, MOTION by Councilmember Engel, SECONDED by Councilmember Knighton to adjourn the meeting and to return in regular session on Tuesday, October 21, 2025 at 2:00 pm, City Hall. ALL AYES
