City Hall Council Chambers
November 13, 2025 at 10:00 a.m.
Alturas City Council Mayor Paul Minchella called the special meeting to order at 10:00 a.m. at the City Council Chambers. Councilmembers present: Paul Minchella, Jennifer Engel, Duanna Knighton, Brian Cox and Jodie Larranaga. Councilmembers absent: None. Staff present: City Clerk Tacie Wheeler, City Attorney John Kenny, Chief Muller. Public attending: Attorney Joe Hoffman.
All present joined together in the Pledge of Allegiance.
No public forum.
MOTION by Councilmember Engel, SECONDED by Councilmember Cox to go into Closed Session at 10:01 a.m. ALL AYES.
Mayor Minchella recused himself.
Brian Cox recused himself.
Reconvened back to open session at 12:50 p.m.
Mayor Pro-Tem was authorized to send a letter to Chief of Police terminating his contract with the City of Alturas effective Monday, November 17, 2025.
Mayor Pro-Tem was authorized to sign a contract with Uptegrove to serve as a hearing officer if the Chief appeals the Council’s decision.
MOTION by Councilmember Engel, SECONDED by Councilmember Larranaga to appoint Ken Simon as the Interim Chief of Police effective Monday, November 17, 2025. 3 AYES, 1 NO.
With no further business to come before City Council, MOTION by Councilmember Engel, SECONDED by Councilmember Larranaga to adjourn the meeting and to return in regular session on Tuesday, November 18, 2025 at 2:00 pm, City Hall. ALL AYES
