1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE

4. CONSENT AGENDA: It is recommended that items _a_ through _d_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of November 18, 2025 meeting.
b.) Approve City Warrants for November 2025 in the amount of $453,084.08. c.) Approve ACH reconciliation report for November 2025 in the amount of $167,947.35. d.) Adopt Resolution #2025-35 removing inactive water & sewer accounts from November in the amount of $625.62.
5. Discussion/action: Adopt Resolution #2025-36 approving the Memorandum of Understanding between the United Public Employees of California Local 792 Alturas General Unit and the City of Alturas. (Labor Negotiation Committee)
6. Discussion/action: Adopt Resolution #2025-37 approving the CalRecycle Grant applications and signature authority. (Director of Public Works Farnam)
7. Discussion/action: Adopt Resolution#2025-38 approving the Twelfth Amendment to the Garbage Service Contract. (Director of Public Works Farnam)
8. Discussion/action: Request to approve the Professional Services Agreement with GHD Inc for City engineering services. (Director of Public Works Farnam)
9. Discussion/action: Approve Resolution #2025-39 authorizing the City of Alturas to accept grant funds in the amount of $267,857 from the State of California Department of Justice, Office of the Attorney General, Tobacco Grant Program. (Treasurer Long)
10. Discussion/action: Appoint Ad Hoc committee for the hiring process for position of Police Chief. (Councilmember Engel)
11. Discussion/action: Authorize Mayor Pro-Tem Engel to sign a contract with Don Langford to serve as hearing officer for Chief of Police Termination appeal. (Mayor Pro-Tem Engel)
12. Discussion/action: Change of Command of Property and Evidence Inventory at the Alturas Police Department. (Councilmember Cox)
