1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE

4. CONSENT AGENDA: It is recommended that items _a_ through _d_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of December 16, 2025 meeting.
b.) Approve City Warrants for December 2025 in the amount of $116,988.17. c.) Approve ACH reconciliation report for December 2025 in the amount of $162,961.22. d.) Adopt Resolution #2026-1 removing inactive water & sewer accounts from November in the amount of $717.48.
5. Discussion/action: Gena Long, representing Modoc Crisis Center, requests permission to place signs along Main Street, starting February 1st, to promote Teen Dating Violence Awareness.
6. Discussion/action: Adopt Resolution #2026-2 approving a 3% COLA for the Safety Unit pursuant to section 7.4 COLA of the 2024-2026 Memorandum of Understanding and authorizing City Treasurer to sign the side letter. (Treasurer Long)
7. Discussion/action: Adopt Resolution #2026-3 authorizing Administrative Assistant to the Treasurer Katy Patchett to be added to the Plumas Bank signature card, and removing Administrative Assistant to the Treasurer Deanna Stains. (Treasurer Long)
8. Discussion/action: Request Council approval of the new APD Checkpoint Policy, that is required for the Cannabis Tax Fund Grant Program. (Police Chief Simon)
9. Discussion/action: Request to consider authorizing the creation of a second Sergeant position within the department. (Police Chief Simon)
10. Discussion/action: Request to open a Patrol Officer Position, should the request of a second Sergeant position be granted. (Police Chief Simon)
