1. CALL TO ORDER INVOCATION PLEDGE OF ALLEGIANCE

4. CONSENT AGENDA: It is recommended that items _a_ through _g_ be acted on simultaneously unless separate action is requested by Council or Staff:
a.) Approve minutes of March 17, 2026 meeting.
b.) Approve minutes of March 17, 2026 special meeting.
c.) Approve minutes of March 30, 2026 special meeting.
d.) Approve minutes of April 9, 2026 special meeting.
e.) Approve City Warrants for March 2026 in the amount of $247,451.81. f.) Approve ACH reconciliation report for March 2026 in the amount of $141,757.17. g.) Adopt Resolution #2026-9 removing inactive water & sewer accounts from March in the amount of $558.07.
5. Discussion/action: Ary West, representing Modoc Harvest, requesting permission to hang a banner across Main Street to promote the Alturas Farmers Markets, beginning the last week in June through the end of September.
6. Discussion/action: Representatives of the Modoc High School would like to request approval and assistance to hang banners on Main Street in honor of Modoc High School Graduates of 2026.
7. Discussion/action: Jim Richardson, from the Modoc County Road Department, presentation on proposed Main Street design and public feedback.
8. Discussion/action: Review letters of interest for Planning Commission and select a person(s) to fill the vacancy. (Treasurer Long)
9. Discussion/action: Committee assignment, Safety Unit negotiating committee. (Councilmember Engel)
10. Discussion/action: Authorization for Public Works Commission to negotiate the contract for Public Works Director/City Administrator position. (Councilmember Larranaga)
11. Discussion/action: Consider letter of opposition to AB1383 and authorize City Mayor to sign the letter, recommended by California League of Cities. (Treasurer Long)
12. Discussion/action: Requesting authorization to hire lifeguards for the 2026 pool season. (Director of Public Works Farnam)
13. Discussion/action: Emergency conditions of the collapsed sewer main between 12th and 13th Street, approved on Resolution #2026-8 on April 9, 2026, are still in effect. (Farnam)
14. Discussion/action: Adopt Resolution #2026-10 approving the Supplemental Services Agreement No. 4 between the City of Alturas and Brandley Engineering. (Director of Public Works Farnam)
15. Discussion/action: Request permission to hire a Sergeant in the Alturas Police Department. (Chief Morgan)
16. Discussion/action: City Clerk Certification that there are not more candidates than offices to be elected for the General Municipal Election to be held on Tuesday, June 2, 2026. (City Clerk Wheeler)
