Discussion/action Item
Shane Starr, Modoc County Board of Supervisors, would like to answer any questions the councilmembers may have about the program.
Councilmember Engel asks about Opportunity Zone Censes 1.
Mr. Starr states that the first one had Census Tract 1 and 3. Congress has now passed that they can make census zones permanent.
Councilmember Engel states that she doesn’t think that most people know what this is or that it even exists.
Mr. Starr says that he now has 25 letter of support, from Tribes to Investors to MMC. He is trying to push for all 4 tracts to be included. He is planning on getting the word out on many different platforms so the public can utilize this program. He further explains that this is 100% private investment, and there is nothing expected from the County or the City.
MOTION by Councilmember Larranaga, SECONDED by Councilmember Buie to authorize City Mayor to sign a letter of support for the Designation of All Four Modoc County Rural Opportunity Zone Census Tracts. ALL AYES.
With no further business to come before City Council, MOTION by Councilmember Buie, SECONDED by Councilmember Larranaga to adjourn the meeting and to return in regular session on Tuesday, September 15, 2026 at 2:00 pm, City Hall. ALL AYES
