Re: Fiscal Year 2024-2025 Budget Message
Dear Councilmembers:

Presented to you at this City Council Meeting is the proposed Operating and Capital Improvement Program Budgets for the City of Amador City for the Fiscal Year 2024-2025. 1 appreciate the time and effort that has gone into the preparation of the budget from the City Treasurer.

The following core strategies provided focus for development of the budget, Fiscal Stability: Create a fiscally stable and sustainable government that can provide for and maintain a save community with high quality of life.

Maintain/Improve Quality of Life: Provide and maintain vibrant public spaces, arts and cultural events and ensure a well-designed and protected City Infrastructure Cultural and Economic Development: Support a place for community and economic vitality that respects and reflects Amador City's historic identity. >
Good Governance: Embrace effective governance standards and strategies that encompass the basic characteristics and behaviors which enables them to effectively create a climate for excellence.
>
Factors that are estimated expenditures in the budget include the following:

Old Grammar School Park:

1. grant re-imbursement (-$216,000) for the Old School Street park project

2. estimated outlay of $10,000-SI 5,000 from general fund after reimbursement to complete the project
- Rehabilitation of the Old Grammar School after the fire in 2023:

1. advanced reimbursement ~$331,000 from the insurance company to cover immediate expenses

2. expenses of -$148,500 for contractors and building remediation

3. while much of the work will be covered under insurance, the plans are ongoing - Public Art and Culture, a new line item under Community Promotion with a proposed budget of $700, offers Amador City to apply for competitive grants and monies in the arts. It is (209) 267-0682 P. 0. BOX 200 AMADOR CITY. CAUFORNIA 95601 recommended that this be funded through Transient Occupancy Tax (TOT) funds. Staff will return to council with an accounting of those funds this summer and prepare recommendations for projects,
Sewer services:

1. until 2023-2024, Amador City was dependent on ARSA (Amador Regional Sanitation Agency) and Sutter Creek, where Amador City pumped treated effluent to their secondary treatment pond.

With the dissolution of ARAS, Amador City will become an entity-customer with Sutter Creek and awaits Proposition 218 notification of rate increases and how cost previously paid to ARSA will be embedded with the bill to Amador City, which as of July, reflected a 65% increase.

2. The end of year fiscal report for sewer service for 2023-2024 shows a net loss of $59,443.95, primarily due to the unexpected replacement of equipment that pumped effluent from the Amador City primary treatment pond to the secondary treatment pond in Sutter Creek.

Factors that are not estimated as revenue in the budget include the following:
- Sales tax related to the passage of Measure K is not reflected In the budget. Sales tax revenue will not begin until the new calendar year and cannot be estimated at this time. - Award letters related to LEAP grants have not been forthcoming for this fiscal year nor lasts'. 2024-2025 Fiscal Year Budget creates unique opportunities to continue and improve on services provided to our community and provide additional catch up on deferred maintenance items. We can all express appreciation to all City Employees who work diligently this year to keep the City providing a high level of service with limited resources. And, thank you to City Councilmembers for their support, direction and continued diligence in providing quality, efficient service to the Citizens and visitors of Amador City, Very truly yours,
Sandy Staples
Mayor, Amador City
