Re: Fiscal Year 2024-2025 Budget Message
Dear Councilmembers:
Presented to you at this City Council Meeting is the proposed Operating and Capital Improvement Program Budgets for the City of Amador City for the Fiscal Year 2024-2025. 1 appreciate the time and effort that has gone into the preparation of the budget from the City Treasurer.
The following core strategies provided focus for development of the budget, Fiscal Stability: Create a fiscally stable and sustainable government that can provide for and maintain a save community with high quality of life.
Maintain/Improve Quality of Life: Provide and maintain vibrant public spaces, arts and cultural events and ensure a well-designed and protected City Infrastructure Cultural and Economic Development: Support a place for community and economic vitality that respects and reflects Amador City's historic identity. >
Good Governance: Embrace effective governance standards and strategies that encompass the basic characteristics and behaviors which enables them to effectively create a climate for excellence.
>
Factors that are estimated expenditures in the budget include the following:
Old Grammar School Park:
1. grant re-imbursement (-$216,000) for the Old School Street park project
2. estimated outlay of $10,000-SI 5,000 from general fund after reimbursement to complete the project
- Rehabilitation of the Old Grammar School after the fire in 2023:
1. advanced reimbursement ~$331,000 from the insurance company to cover immediate expenses
2. expenses of -$148,500 for contractors and building remediation
3. while much of the work will be covered under insurance, the plans are ongoing - Public Art and Culture, a new line item under Community Promotion with a proposed budget of $700, offers Amador City to apply for competitive grants and monies in the arts. It is (209) 267-0682 P. 0. BOX 200 AMADOR CITY. CAUFORNIA 95601 recommended that this be funded through Transient Occupancy Tax (TOT) funds. Staff will return to council with an accounting of those funds this summer and prepare recommendations for projects,
Sewer services:
1. until 2023-2024, Amador City was dependent on ARSA (Amador Regional Sanitation Agency) and Sutter Creek, where Amador City pumped treated effluent to their secondary treatment pond.
With the dissolution of ARAS, Amador City will become an entity-customer with Sutter Creek and awaits Proposition 218 notification of rate increases and how cost previously paid to ARSA will be embedded with the bill to Amador City, which as of July, reflected a 65% increase.
2. The end of year fiscal report for sewer service for 2023-2024 shows a net loss of $59,443.95, primarily due to the unexpected replacement of equipment that pumped effluent from the Amador City primary treatment pond to the secondary treatment pond in Sutter Creek.
Factors that are not estimated as revenue in the budget include the following:
- Sales tax related to the passage of Measure K is not reflected In the budget. Sales tax revenue will not begin until the new calendar year and cannot be estimated at this time. - Award letters related to LEAP grants have not been forthcoming for this fiscal year nor lasts'. 2024-2025 Fiscal Year Budget creates unique opportunities to continue and improve on services provided to our community and provide additional catch up on deferred maintenance items. We can all express appreciation to all City Employees who work diligently this year to keep the City providing a high level of service with limited resources. And, thank you to City Councilmembers for their support, direction and continued diligence in providing quality, efficient service to the Citizens and visitors of Amador City, Very truly yours,
Sandy Staples

City of Sutter Creek Sewer Utility
Notice of Public Hearing on Proposed Rates for Sewer Service Charges June 3^^2024 at 6 pm
Sutter Creek Community Center
18 Main Street, Sutter Creek, CA 95685
The City of Sutler Creek will hold a public hearing on a proposed rate schedule for Sewer Sen-ice Charges.
The City’s Sewer Utility provides sewer
collection, treatment and disposal services
for over 2,000 residential and business
accounts located within the City of Sutter
Creek, Amador City, and parts of Amador
County. The Sewer Utility collects and
treats about 138 million gallons of
wastewater per year at the City's
wastewater treatment plant. These sewer
services arc essential to protecting public
health and the environment and
maintaining a high quality of life.
The City of Sutter Creek collects a Sewer
Service Charge on each property that is
connected to the City's sewer system. The
City uses these funds to operate the
collection and treatment systems, and to
pay for effluent disposal.
needs and spending plan arc available in
the 2024 Sewer Rate Study, which is
available on the City’s website.
demonstrate vacancy by giving evidence
that water service has been shut off for at
least 6 months. The Vacancy Rate is 68%
of one (1) ESFU. This rate is based on the
Sewer Utility’s fixed costs.
For complete details, the 2024 Sewer Rate
Study report is available at:
www.cityofsuttercrcck.org.
For more information on proposed Sewer
Ser\'icc Charges, please call:
(209) 267-5647
or email: kdarrow(i^cityofsuttercreek.org
HOW WERE RATES CALCULATED?
The proposed rates wer?-calculated using
methodologies that arc aligned with
industry standard practices for rate setting
and all applicable laws, including
California Constitution Article VIII D,
Section 6 (commonly known as
Proposition
requirements for the City Sewer Utility
were based on a financial plan that
integrated operational and capital funding
needs {including the estimated cost of the
future wastewater treatment plant project).
Residential customers are charged on
per-dwelling basis (measured in equivalent
single-family units or“ESFUs”), which arc
the basic units of wastewater utility service
and reflect the average volume and
strength of flows from residential dwelling
units. All residential accounts pay a Sewer
Service Charge of one (1) ESFU per
dwelling unit, while all other customers
(‘■Commercial”) are assigned an ESFU
value based on the respective account’s
average daily winter water usage divided
by 131 gallons (the estimated daily indoor
water usage by residential accounts).
218). The revenue
a
HOWTO PARTICIPATE
Proposition 218 establishes a protest
process for the public to follow if they
wish to oppose the rates.
Written protests on the proposed Sewer
Service Charges must be received prior
to the close of the Public Hearing on
June 3, 2024 and may be hand
delivered during the hearing, mailed or
delivered to:
Karen Darrow
City Clerk
18 Main St. Sutter Creek, CA 95685
E-mail protests arc not accepted.
Written protests on the proposed Sewer
Service Charges must identify the
owner(s) or tenant of the property and
provide the property address. Only one
protest per affected parcel will be
considered. If written protests arc
presented by owners from a majority of
affected parcels, the City cannot approve
the proposed rate.
Please be advised that pursuant to
Govemment Code Section 53759(d)
there is a 120-day statute of limitation for
any challenge to the new, increased or
extended fee or charge.
WHY INCREASE RATES NOW?
The City conducted a rate study in 2019
that found that significant rate increases
would be necessary in order to meet
operating costs, increase re-investment in
the aging sewer collection system and
address the need for a new regional
solution to treating and disposing of
wastewater. At the time of the 2019 rate
study, the sewer utility had not raised
sewer rates since 2009. The 2019 study
concluded that immediate rate increases
would be needed in order to meet
immediate financial deficiencies, and that
additional rate increases would be needed
in the future once the costs of the regional
wastewater treatment and disposal solution
were better understood.
In order to meet the on-goiug costs of
