Subject: Letter of Interest Regarding Vacant City Council Member Position Dear Mayor Staples:
Presented herein is my letter of interest in being considered for the current vacant position on the City Council as a result of the recent resignation of City Council Member Ms. Melanie Unquez. I have been a resident of Amador City for over a year, and my professional background would be well-suited in fulfilling this particular vacancy. As a professional engineering and environmental geologist, I have participated in hundreds of public hearings on behalf of clients and in my role as Executive Officer of the California State Mining and Geology Board from 2005 to 2016. In such roles, I am very acquainted with the State's Administrative Procedure Act (APA), the Brown Act, and various codes pertaining to ethics and conflicts of interest (resume is attached).
I believe my skill set would be complementary and an asset to that of the existing council members. I appreciate your consideration of this letter of interest.
Respectfully submitted,
Stephen M. Testa

Re: Vacancy on the Amador City Council
Dear City Council Members,
I am writing to express my interest in filling the vacant seat on the City Council. I am 75 years old, have resided within the city limits of Amador City since 2019, and I am a registered voter in Amador City.
I regularly attend City Council meetings and, as a practicing architect, have presented various projects to the Council over the past six years, including The Tavern on Main Street and a residence on Last Chance Alley. I have also served as a member of the Design Review Committee for the past several years. Through these experiences, I have gained familiarity with the Municipal Code and city governance, and I welcome the opportunity to expand my civic engagement through service on the City Council.
I am confident that I am well qualified to serve the residents of Amador City as a City Council member. For additional information about my qualifications and background, please visit my website: james-monday.squarespace.com Sincerely yours, ●
James Monday

A RESOLUTION OF THE CITY COUNCIL OF AMADOR CITY
APPROVING THE RAISING OF THE COMMEMORATIVE PRIDE FLAG IN
RECOGNITION OF PRIDE MONTH
WHEREAS, the City of Amador City seeks to preserve its flag poles at City Hall for the purpose of government speech only, as a medium for government expression, and does not intend by action or inference to create any sort of limited public forum; and WHEREAS, the use of the flag poles at City Hall is preserved for messages directed by a majority of the City Council; and
WHEREAS, the month of June is LGBTQ+ Pride month commemorating the Stonewall protests and the modem LGBTQ+ civil rights movement, and is recognized as such by the federal government beginning in 1999; and
WHEREAS, the Pride Flag has been used since 1978 as a symbol of the modern LGBTQ+ civil rights movement; and
WHEREAS, the Pride Flag was officially recognized as a commemorative flag and raised on the main flagpole of the California State Capitol on June 17th in 2019; and WHEREAS, the City Council finds that the Pride flag is government speech in that the history and symbolism of the flag as described above constitute a message that the City of Amador desires to convey on behalf of its residents.
NOW, THEREFORE, the City Council of Amador City does resolve as follows; SECTION 1. The City Council of Amador City authorizes the display of the Pride Flag on an existing flagpole at City Hall as an expression of government speech.
