3 District Background
• The City’s Landscape District and Lighting (“LLAD”) was established in 2001 and currently consists of three Zones.
• The District was originally formed to provide a funding source for the ongoing maintenance of street lighting and landscaping in the La Vigne subdivision (Zone 1). Since that time, Vintage Ranch and Napa Junction have been annexed into the District, including the Villages at Vintage Ranch Apartments into Zone 2 last year:
• Zone 1 – La Vigne
• Zone 2 – Vintage Ranch
• Zone 3 – Napa Junction

8 District/Zone Assessment Rates
• Each of the three Zones has an annual escalator built into the assessment methodology, allowing the assessment rates to increase over time.
• Each of the Zones currently has a healthy fund balance but the District improvements (parks, play equipment,
landscaping, medians, fences, etc.) are coming to the end of their useful life and will require replacement over the next few years. An assessment rate increase may be required to fully fund the replacement and continued maintenance of the District improvements. Discussions with staff
concerning this are ongoing.
