This agenda was amended to change the Closed Session mee(ng (me to 5:00 p.m., remove Closed Session Item No. 4, adding a Special Business Sec(on to include Business Item No. 4, and Item No. 20 - Napa County Climate Ac(on Committee.
Consistent with Government Code Sec'on 54953 and the American Canyon City Council Resolu'on Declaring the Existence of a Local Emergency due to the COVID-19 Pandemic, City Council and other public mee'ngs will be conducted both in person at City Hall, 4381 Broadway, Suite 201, and also via Zoom Teleconferencing to promote local, state, and federal guidelines and social distancing recommenda'ons for the containment of the coronavirus. City officials and members of the public are invited to a7end the mee'ng either in person or via teleconference. This mee'ng will be broadcast live to residents on Napa Valley TV, on our website here and on YouTube here.

Award Contract for Storm Drain Master Plan (PW22-0100) Recommendation: Adopt a Resolu'on amending the FY22/23 Capital Budget to increase project budget and authorizing the City Manager to enter into an agreement with Coastland for the Storm Drain Master Plan (PW22-0100) for an amount not to exceed $196,397.
13. Contract award for 189 Theresa Avenue Demolition (CF23-0200) Recommendation: Adopt a Resolu'on authorizing the City Manager to enter into an agreement with Cal, Inc. for the 189 Theresa Avenue Demoli'on Project (CF23-0200) for an amount not to exceed $100,000.
14. Water Conservation Plan Update Municipal Code Second Reading Recommendation: Wave second reading and adopt an Ordinance of the City Council of the City of American Canyon modifying Chapter 13.14.01 through 13.14.140 of the American Canyon Municipal Code Water Conservation Plan.

15. Summary Vacation of Easement
Recommendation:
Adopt a Resolu'on of the City Council of the City of American Canyon, authorizing the City Manager to summarily vacate the 20-foot-wide easement described in the Grant of Easement, recorded May 23, 1978, Volume 1082 Page 109 to 111 of Napa County Official Records.

Rio Del Mar Tentative Parcel Map and Design Permit Extension Recommendation: Adopt a Resolu'on of the City Council of the City of American Canyon, California, approving a twelve-month extension to the Rio Del Mar Tenta've Parcel Map and Design Permit from December 17, 2022, to December 17, 2023; located at the northeast intersec'on of West Carolyn Drive and Rio Del Mar, APNs 058-162-012 and 058- 162-013 (File No. PL22-0030)
17. Giovannoni Logistics Center Warehouse Project
Recommendation: Consider three City Council Resolutions:
(1) A Resolu'on of the City Council of the City of American Canyon (i) Cer'fying the Final Environmental Impact Report (SCH #2021010104), (ii) Adop'ng CEQA Findings of Fact, (III) Adop'ng a Statement of Overriding Considera'ons, and (iv) Adopt a Mi'ga'on Monitoring and Repor'ng Program for the Giovannoni Logis'cs Center Project located north of Green Island Road and bisected by Devlin Road, APN 057-090-008, 057-130-034, 057-130-036 (File No. PL 20-0042)
