Consistent with Government Code Secon 54953 and the American Canyon City Council Resoluon Declaring the Existence of a Local Emergency due to the COVID-19 Pandemic, City Council and other public meengs will be conducted both in person at City Hall, 4381 Broadway, Suite 201, and also via Zoom Teleconferencing to promote local, state, and federal guidelines and social distancing recommendaons for the containment of the coronavirus. City officials and members of the public are invited to a5end the meeng either in person or via teleconference. This meeting will be broadcast live to residents on Napa Valley TV, on our website here and on YouTube here.

Oral comments, during the mee*ng: Oral comments can be made in person during Open and Closed Session. A Zoom Webinar has been established for public comments made via zoom, during Open Session only. To avoid confusion, all hands raised outside of Public Comment periods will be lowered.

7. Minutes of Regular City Council Meeting of April 4, 2023 Recommendation: Approve the minutes of the City Council Meeting of April 4, 2023.
8. Report Upon Return from Closed Session
Recommendation: Approve the Report Upon Return from Closed Session from the Regular City Council Meeting of April 4, 2023.
9. 6th Cycle Housing Element Municipal Code Implementation Recommendation: Waive second reading, read by -tle only, and adopt an Ordinance by the City Council of the City of American Canyon amending the American Canyon Municipal Code Chapter 19.38 “Emergency Shelters”; and Chapter 19.39 “Accessory Dwelling Units” consistent with current State Law.
10. Circle K Gas Station Off-Site Public Improvements
Recommendation: Adopt a Resolu-on of the City Council of the City of American Canyon accepting the Off-Site Public Improvements associated with the Circle K Gas Station Project.
11. BPR Consulting Group Permit Technician Contract Amendment and Extension Recommendation: Adopt a Resolu-on of the City Council of the City of American Canyon approving Amendment 1 to Agreement 2022-A136 with BPR Consul-ng Group Permit Technician services to increase the total contract amount by $157,500 to an amount not to exceed $207,500, extend the contract term to June 30, 2024, and amend the Fiscal Year 2022/23 budget to account for the additional contract cost during the current fiscal year.

12. Annual 2022 General Plan Annual Progress Report
Recommendation: Receive and file the 2022 General Plan Annual Progress Report.
13. Credit Card Processing Fees
Recommendation: Approve changes to the City's credit card processing prac-ces so that fees will no longer be absorbed by the City and instead passed through to end users.
PUBLIC HEARINGS
14. Summary Vacation of Easement
Recommendation: Adopt a Resolu-on of the City Council of the City of American Canyon, authorizing the City Manager to summarily vacate the 25-foot-wide water easement, containing 61,924 square feet, more or less, described in Exhibit A, Parcel B, in Resolu-on 2009-08.
15. Speed Survey Update
Recommendation: Adopt a Resolu-on (1) approving the 2022 Engineering and Traffic Surveys and the Speed Limit recommenda-ons therein and direc-ng the City Clerk to file the Report with the Napa County Traffic Court; and (2) waive first reading, read by -tle only, and introduce an Ordinance amending Title 10 – Vehicles and Traffic, Chapter 10.56 Speed Limits of the American Canyon Municipal Code.

16. Parks and Recreation Department User Fee Schedule
Recommendation: Adopt a Resolu-on to amend the Parks and Recrea-on User Fee Schedule to update and establish new user fees for the performance of various Parks and Recreation Department services.

Recommendation: Receive and file 2022 Annual Communications Report

18. Maintenance and Utilities Department, Water Operations Update Recommendation: Receive a Presenta-on on Maintenance and U-li-es Department, Water Operations Update
