Recommendation: Approve the minutes of the Regular City Council mee-ng of December 19, 2023.
4. Measure T MOE and Equivalent Fund Certification
Recommendation: Take the following ac-ons related to Measure “T” (The Napa Countywide Road Maintenance Act):
1. Adopt a Resolu-on approving the Maintenance of Effort (MOE) cer-fica-on of $370,015 as required under Measure “T” Program (The Napa Countywide Road Maintenance Act)
2. Adopt a Resolu-on approving cer-fica-on of Equivalent Fund expenditures under the Measure "T" Program (The Napa Countywide Road Maintenance Act).
5. Coopera(ve Agreement for the American Canyon State Route 29 Corridor Improvement Project
Recommendation: Adopt a resolu-on authorizing the City Manager to execute Coopera-ve Agreement 04-2957 with Caltrans and Napa Valley Transporta-on Authority for Project Approval and Environmental Document phase services associated with the American Canyon State Route 29 Corridor Improvement Project.
6. Report Upon Return from Closed Session
Recommendation: Approve the Report Upon Return from Closed Session for the City Council meeting of December 19, 2023.
7. Regional Climate Action and Adaptation Plan
Recommendation: Adopt a Minute Order increasing FY 23/24 General Fund appropria-ons CITY COUNCIL MEETING AGENDA JANUARY 16, 2024
by $8,641 to cover American Canyon's share of the cost for Napa Countywide Climate Ac-on Commi2ee to prepare a Regional Climate Ac-on and Adapta-on Plan (RCAAP) with the source of funding being the General Fund Undesignated Fund Balance.
8. Watson Ranch Master Backbone Infrastructure (MBI) Phase 1 Improvements Project Recommendation:
Adopt a Resolu-on of the City Council of the City of American Canyon for par-al acceptance of the public improvements associated with the Watson Ranch Master Backbone Infrastructure (MBI) Phase 1 Improvements Project.

9. Utility Rate Changes
Recommendation: Adopt a Resolu-on of Inten-on to adopt new u-lity rates, seRng a public hearing date for April 2, 2024, and direc-ng the issuance of No-ces of a Proposi-on 218 Public Hearing to all u-lity customers and property owners within the City of American Canyon’s service area.
10. Annual Comprehensive Financial Report and Year-end Financial Results Recommendation: Receive and file the Annual Comprehensive Financial Report and related communications from the City's external auditor for Fiscal Year 2022-23.

11. Parks and Community Services Commission Mid-Year Update Recommendation: Receive an oral update regarding the Parks and Community Services Commission's FY2024/25 Work Plan.
