3. Proclamation - American Red Cross Month
Mayor Garcia announced the proclamation. It was received by Pam Chapell, Napa County Volunteer Coordinator and Disaster Team member and Yesha Sacatani, Public Relations Officer of the American Red Cross Club at American Canyon High School.
4. Proclamation - International Women's Day and Women's History Month Mayor Garcia announced the proclamation. It was received by Melissa Lamattina, Vice President of Soroptimist international of American Canyon. She was joined by Soroptimists and other women of the community for a photo.
5. Proclamation - Acknowledging the Muslim Holiday of Ramadan Mayor Garcia announced the proclamation. It was received by Suleiman Jangikhan of the Islamic Center of Vallejo. He was joined by Muslim members of the community for a photo.

Action: Approved the minutes of the Regular City Council meeting of February 20, 2024.
7. Report Upon Return from Closed Session
Action: Approved the Report Upon Return from Closed Session for the meeting of February 20, 2024.
8. State and Federal Highway Grant Agreements
Action: Adopted Resolution 2024-17 authorizing the Public Works Director to sign all Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, Fund Transfer Agreements and any amendments thereto for State and Federal Highway Funded Transportation Projects with the California Department of Transportation.
9. Quarterly Investment Report for City and Fire District for Fiscal Year 2023-24 Quarter 2 Action: Received and filed the City and Fire District's Treasurer's Report for the quarter ended December 31, 2023.
Action: Motion to adopt the CONSENT CALENDAR made by Vice Mayor David Oro, seconded by Councilmember Mark Joseph, and CARRIED by roll call vote.

10. Elections Code Section 9212 Report Regarding Measure K Council received a staff report and presentation from City Attorney William Ross. Mayor Garcia called for public comments. Written comments: Jeanette Goyetche, Geena Saavedra, William Baker, Frances Tinney. Oral comments: Yvonne Baginski was called to speak; Jeanette Goyetche was called to speak; Valerie Zizak-Morais was called to speak; Joe Leviatch was called to speak; Jim Moose was called to speak; Bill Campton was called to speak; Debbie Grunkie was called to speak; Fran Lemos was called to speak; Hallie Kutak was called to speak. The public comments period was closed. Councilmembers commented and disclosed ex-parte communications.
Action: Motion to adopt Resolution 2024-18 of the City Council of the City of American Canyon Adopting a City Initiative Ordinance (Measure K) Establishing a Ministerial Permitting Process for Development of Certain Warehouse Facilities by Amending the City of American Canyon Municipal Code made by Councilmember Pierre Washington, seconded by Vice Mayor David Oro, and CARRIED by roll call vote.
