Oral comments, during the meeting: Oral comments can be made in person during Open and Closed Session. A Zoom Webinar has been established for public comments made via zoom, during Open Session only. To avoid confusion, all hands raised outside of Public Comment periods will be lowered.

Recommendation: Approve the minutes of the Regular City Council mee-ng of March 5, 2024.
7. Report Upon Return from Closed Session
Recommendation: Approve the Report Upon Return from Closed Session for the mee-ng of March 5, 2024
8. Electric Vehicle Charging Stations
Recommendation: Take the following actions:
1. Adopt a resolu-on adding Capital Improvement Project Electric Vehicle Charging Stations (CF24-0100);
2. Authorize a project budget of $230,526 for CF24-0100;
3. Authorize a purchase order with Beam Global for a not to exceed amount of $190,000; and
4. Authorize the City Manager to execute the purchase order
9. Green Island Road Project Amendments and CFD Financing Recommendation: Take the following actions related to Green Island Road:
1. Adopt a resolu-on authorizing the City Manager to execute Amendment #7 to Agreement 2016-15 with CONSOR North America, Inc., in the amount of $383,500 for design services, for a total contract amount not to exceed $1,414,030, in conjunc-on with the Green Island Road Reconstruction and Widening Project (TR16-0700);
2. Adopt a resolu-on authorizing the City Manager to execute Amendment #2 to Agreement 2022-A166 with CONSOR North America, Inc., in the amount of $100,000 for construc-on management services, for a total contract amount not to exceed $350,000, in conjunc-on with the Green Island Road Rule 20 A/B U-lity CITY COUNCIL MEETING AGENDA MARCH 19, 2024
Undergrounding Project (TR16-0703); and
3. Adopt a resolu-on authorizing the City Manager to engage the financing team related to the second issuance of special tax bonds for and on behalf of the City of American Canyon Community Facili-es District No. 2018-1, in conjunc-on with the Green Island Road Reconstruction and Widening Project (TR16-0700).
10. Increase Project Budget for the Adult Activity Center Flooring Replacement Recommendation: Adopt a Resolu-on increasing the project budget for the Adult Ac-vity Center Flooring Replacement (PR23-0900) from $50,000 to $80,000 and authorizing a budget transfer from Civic Facili-es Renova-on and Replacement Fund in the amount of $30,000 to PR23-0900.

11. General Plan and Housing Element Annual Reports and Housing Element Municipal Code Updates
Recommendation: Consider the following Council Actions:
1. Receive and File 2023 Calendar Year General Plan and Housing Element Progress Reports; and
2. Waive first reading, read by -tle only, and adopt an Ordinance by the City Council of the City of American Canyon amending American Canyon Municipal Code (ACMC) Chapter 19.39 Accessory Dwelling Units, and addi-onal ACMC amendments consistent with current State Law and Housing Element Implementation Program C.
BUSINESS
12. Parks and Recreation Department User Fee Schedule
Recommendation: Adopt a Resolu-on of the City Council of the City of American Canyon to repeal and replace Resolu-on 2023-30 with the updated Parks and Recrea-on Department User Fee Schedule.
13. 2023 Annual Communications Report
Recommendation: Receive and file the Annual Communications Report for 2023.
14. American Canyon Police Department Annual Report
Recommendation: Receive and file the American Canyon Police Department’s 2023 Annual Report.

15. Maintenance and Utilities Department, Environmental Services Quarterly Update Recommendation: Receive a Presenta-on on Maintenance and U-li-es Department, Environmental Services Division.
