Appointment to Parks and Community Services Commission
In Fall 2022, Council began a commission appointment process guided by an Ad- Hoc Council Subcommittee (Oro/Washington).
David Garcia-Arreola (DGA) was 1 of 11 candidates considered for Parks and Community Services (PCS) Commission.
Each of 11 candidates were paper screened by Council - each identified 3 choices to interview (not ranked). Candidates who received 2 or more votes were invited to the interview process. DGA received 2 votes and moved forward to the interview.
Interviews of candidates - include DGA - were conducted on Jan 30, 2023. Council Members took turns asking the same questions of all four (4) candidates. Each Council Member voted twice to fill the two vacancies.
Votes evenly split - no one candidate received a majority. Of the 10 votes, DGA received 4 votes. On Jan 30, Council adopted Minute Order 2023-04 appointing DGA and CP to 4-year terms on PCS ending on Dec 31, 2026 (5-0; Joseph/Oro).
Since Feb 2023, DGA has attended 11 of the 13 PCS meetings.
On April 16, the Council requested a future agenda item related to DGA's appointment to PCS. On May 7, this item was listed as a future agenda item tonight. On May 10, DGA was sent a written notification of this item tonight. The notice was sent by certified mail to the home address on file and confirmed received on May 13.
Council retains sole authority to appoint PCS commissioners at any time during their respective terms for any reason or for no reason at all. If Council believes DGA's presence on PCS is no longer warranted, then staff recommends a motion/second to adopt a Minute Order to revising the end of Commissioner DGA term to be effective today (May 21, 2024).
