OpenGov Planning, Building, and Code Enforcement Software Contract Action: Adopted Resolution 2024-59 approving a three-year professional or unique services agreement (Agreement 2024-A105) with OpenGov Inc. not to exceed $404,160 for Planning, Building, and Code Enforcement software, training, and support services.
11. Coastland Development Review Amendment #1
Action: Adopted Resolution 2024-60 approving Amendment #1 (Agreement 2024-A106) to Agreement #2022-A117 with Coastland Civil Engineering, Inc. in the amount of $308,000 for a total amount not to exceed $1,380,000.

13. Ordinance Amending Municipal Code Titles 13 and 14
Commissioners received an Ordinance Amending Municipal Code Titles 13 and 14 staff report from City Manager Jason Holley. Mayor Garcia opened the public hearing and called for public comments. Written comments: none. Oral comments: none.
Action: Motion to adopt an ordinance amending Titles 13 and 14 of the City of American Canyon Municipal Code authorizing the City Council to amend the timing for payment of Development or Mitigation Impact Fees for sewer and water fees made by Vice Mayor David Oro,seconded by Councilmember Pierre Washington, and CARRIED by roll call vote.

15. Parks and Community Services Master Plan
Council received a Parks and Community Services Master Plan staff report from Parks & Recreation Director Alexandra Ikeda. Mayor Garcia called for public comments. Written comments: none. Action: Motion to adopt Resolution 2024-61 amending the Fiscal Year 2024/25 Budget and approving an agreement (Agreement 2024-A108) with RRM Design Group (San Leandro, CA) in the amount not to exceed $207,000 to update the Parks and Community Services Master Plan. made by Vice Mayor David Oro, seconded by Councilmember Mark Joseph, and CARRIED by roll call vote.
