RECOMMENDATION
Adopt a Resolu'on approving a dona'on of $10,000 to the American Canyon Arts Founda'on for the 2025 Juneteenth Independence Day Special Event.

CONTACT
Alexandra Ikeda, Parks and Recreation Director

BACKGROUND & ANALYSIS
President Abraham Lincoln signed the Emancipa'on Proclama'on on January 1, 1863, declaring slaves in Confederate territory free. This historic ac'on paved the way for the passage of the 13th Amendment, which formally abolished slavery in the United States. However, word of the Emancipa'on Proclama'on did not reach authori'es and African-Americans in the South and Southwestern United States until June 19, 1865 - more than two and half years later.

This day, known as "Juneteenth" - a combina'on of "June" and "Nineteenth", holds deep significance. It serves as a 'me to honor African American history, reflect on the struggles and triumphs of the past, and promote con'nuous learning, understanding, and respect for all cultures.

Juneteenth provides an opportunity to acknowledge a pivotal moment in African American history that continues to shape who we are today.

The American Canyon Arts Founda'on, a nonprofit organiza'on, has hosted the Juneteenth Independence Day Special Event in American Canyon since 2022. On March 18, 2025, the American Canyon City Council approved a $10,000 dona'on to support the 2025 Juneteenth event. This funding will assist with planning, programming, and ac'vi'es that celebrate African American heritage and culture.

The City of American Canyon is commi=ed to fostering an inclusive community where all individuals have equal opportuni'es, live with dignity and respect, are free from fear and violence, and are protected against discrimina'on. The City supports efforts to promote unity, cultural awareness, and mutual understanding throughout our workplace and community. 17 COUNCIL PRIORITY PROGRAMS AND PROJECTS
Community and Sense of Place: "Build on the strength of our local community to develop a clear 'sense of place' and establish our unique identity."

FISCAL IMPACT
Funding for the recommended ac'on will be appropriated from the General Fund Undesignated Reserve to cover donation.

TITLE
Information Technology Contract

RECOMMENDATION
Adopt a Resolu)on authorizing the City Manager to enter into a contract extension with Defini)ve Networks, Inc for the lease, warranty, maintenance and support services of informa)on technology equipment, software licensing and telephone systems and equipment.

CONTACT
Juan Gomez, Interim Assistant City Manager

BACKGROUND & ANALYSIS
Since August 2005 Defini)ve Networks, Inc. (DNI) has provided informa)on technology and technical support services to the City of American Canyon. The proposed contract extension con)nues to cover a full range of informa)on technology services including cyber security, network, servers, infrastructure, desktop services, so7ware licensing and computers; support for the City's Voice over Internet (VoIP) telephone systems, telephones and on-site end-user support. Also included are support services 24 hours per day, 7 days per week to ensure that problems affec)ng the whole organization or major processing components are uninterrupted.

Defini)ve Networks, Inc. (DNI) is currently providing Hardware as a Service (HAAS), citywide so7ware licensing (e.g. MS Office 365), and IT on-site and remote support. The current DNI contract expired on December 31, 2024. This proposed authoriza)on will extend the term of the contract un)l June 30, 2028, expand the scope of HAAS by accommoda)ng addi)onal employees, new city facili)es and upgrades to infrastructure since the last contract. The extended contract end date will also align with the City's fiscal year cycle for budget purposes.

Technology has become a growing component of providing city services, comple)ng city work and requires ongoing technical support and a consistent cost-effec)ve method of replacing computers.

Over the last 3 years however, costs associated with exis)ng so7ware licensing and replacement computer hardware has increased greater than CPI, in addi)on, new employees hired since the last contract required addi)onal equipment. Infrastructure equipment at the new Corpora)on Yard at the Old Napa Junc)on was installed to get that facility up and running. Included in FY2025/26 contract year is a complete replacement of the aging telephone system, new servers at various 21 locations, and fiber and satellite telecommunication equipment.

The benefit of HAAS is that it provides a guaranteed replacement of equipment any)me it is needed, smooths the costs of computer purchases by stabilizing the costs of computers over three years and will also provide new equipment more frequently. Cyber security risks increase the need to keep pace with up-to-date security, so7ware and computers to safeguard city informa)on systems. The HAAS solu)on is the most cost-effec)ve solu)on that will provide the organiza)on with secure computers, so7ware and equipment with an incremental cost to our exis)ng contract. Currently, DNI has approximately 19 employees suppor)ng the organiza)on on site, remotely and as needed.

We con)nue to benefit from accessing equipment during unforeseen emergencies and have our technology maintained at DNl's Network Opera)ons Center. Equipment purchases and planned maintenance occurs in partnership and under the direction of the city.

COUNCIL PRIORITY PROGRAMS AND PROJECTS
Organizational Effectiveness: "Deliver exemplary government services."

FISCAL IMPACT
The total cost for DNI services for the remainder of FY2024/25 will be $255,000, FY 2025/26 will be $828,000, FY 2026/27 will be $844,000 and FY2027/28 will be $844,000.

For comparison the current FY2024/25 budget includes $787,719 for the last year of the previous DNI contract, sufficient to cover the remainder of the fiscal year. Addi)onal contract years will be included in subsequent budgets.

ENVIRONMENTAL REVIEW
15378(b) - The ac)on is not a "Project" subject to the California Environmental Quality Act ("CEQA") because it does not qualify as a "Project" under Public Resources Code Sec)ons 21065 and 21080 and in Section 15378(b) of Title 14 of the California Code of Regulations.

Capital Improvement Project Update on Park Projects

RECOMMENDATION
Receive an update and provide feedback on the status of Fiscal Year 2024/25 funded Park Projects.

CONTACT
Erica Ahmann Smithies, P.E., Public Works Director
Ron Ranada, P.E., Senior Civil Engineer

BACKGROUND & ANALYSIS
Background:

On June 4, 2024, City Council adopted the Fiscal Year 2024-25 Capital Improvement Program (CIP) Budget. The CIP project budgets are updated by the Public Works Department staff on an annual basis with budgets being refined as design progresses throughout the year. Several CIP projects in the current fiscal year were brought to City Council a:er bids were opened with a request for a significant increase to the overall project budget. Projects that had significant budget increases were the Newell Open Space Project, Rancho Del Mar U=lity and Paving Improvements Project, and most recently the Wetlands Edge Outdoor Education Improvements.

Moving forward, staff will be coming to City Council with an update on projects that are forecas=ng project costs much higher than the current adopted budget prior to going to request for design proposals or construction bid for review and to solicit feedback.

* Design Only
The forecasted es=mates with a total increase of $1,783,595, are due to refined engineering costs or revised proposals and labor increases that were not available when the projects were originally brought to Council in June 2024.

Discussion on projects with anticipated budget increases:

Melvin Tennis Court: The Melvin Tennis Court Improvements es=mate will be refined further as design is only beginning to start, but based on input provided from contractors, the 26 construc=on needs on the courts are more significant than ini=ally thought. Internal design will not be a huge impact to the current budget, but the construction costs will.

Aqua=c Facility Improvements - Design Phase Only: The design increase is based off a proposed construc=on cost of $2.9M to make improvements at the Aqua=cs Facility. Un=l a request for proposals (RFP) is actually circulated and design proposals are submiIed, the true cost of design will not be known. Once design begins the construc=on cost will be updated accordingly.

Northampton Shade Canopy: The es=mated cost of the shade canopy and installa=on came in much higher than was originally an=cipated. However, with new informa=on recently provided by Pacific Gas and Electric (PG&E) with regard to what is/is not allowed to be constructed beneath the distribu=on power lines, this project will be pivo=ng to a shade sail type of structure therefore poten=ally saving the City on some costs. Staff an=cipates returning to City Council in 2-4 weeks with a request to authorize the purchase and installa=on of the approved structure through a Sourcewell or similar consor=um contract process.

Northampton Park Restroom: During the course of design and the recent bids received on the Wetlands Edge restroom, it is known that the costs will be much higher for this project. In addi=on, staff only just learned that the proposed bathroom is 4-5 months out from manufacture to deliver to the site and there is not an avenue for the City or Contractor to pay a premium to expedite delivery. Staff will be returning to City Council in 2-4 weeks to authorize and purchase the bathroom in advance via a Sourcewell or similar consor=um contract process so that by the =me the project is adver=sed and awarded, the bathroom will be in process and ideally line up with completion of the utilities needed at the site.

Silver Oak Park Restroom: Similar to the Northampton Restroom Project above, this project will be brought back to City Council for authoriza=on and purchase of the bathroom prior to advertising for bid the remaining work needed to be completed prior to installation.

Veteran's Park Playground: City staff only just received a revised proposal from the Sourcewell Proposer, Miracle Play Systems, on the Veterans Park Playground that triggered a significant increase to the project budget. Staff will be revisi=ng the playground design with Miracle to replace the exis=ng playground that is more in line with the current budget. Sourcewell contracts have already gone through a bidding process, therefore City staff will only need Council ac=on whether to award a contract and any recommended con=ngency and construction management time.

Conclusion
While this is an informa=onal item only with no specific ac=on needed, staff welcomes the Council's feedback and the progress of the projects. The Parks and Community Services Commission regularly receives updates on the park projects at their monthly mee=ngs and recently received an update and provided support for Fiscal Year 2025/26 Park CIP Projects. Most of the current fiscal year projects are rolling into the next fiscal year with 4 additional projects being proposed.

Event Title: * Clark Ranch Tour
Event Report:

Toured Clark Ranch with the City Manager to assess trees in precarious positions near private property. While some tree trimming is necessary, the goal is to preserve the natural screening of the adjacent warehouse. I’ll encourage the developer to plant additional trees on their side to improve screening, and the City should consider doing the same on our side.

Event Title: * First Joint 2x2 Committee Meeting Between American Canyon and Napa County Event Report: I was proud to participate in the inaugural 2x2 committee meeting between the City of American Canyon and Napa County—a collaboration I’ve been advocating for over the past several years. Representing the City were myself, Vice Mayor Pierre Joseph, and City Manager Jason Holley. Napa County was represented by Supervisors Belia Ramos and Anne Cottrell, along with County CEO Ryan Alsop.

The meeting was productive and positive, focused on shared South County challenges such as traffic circulation, future development, open space preservation, the Sphere of Influence, and Urban Limit Line considerations. The spirit of the meeting was one of collaboration and coordination, particularly around planning and development efforts that may be driven not by government agencies, but by private landowners and developers.

The goal is to work proactively to ensure decisions are made in the best interest of our constituents, and that both jurisdictions are aligned on how these changes may shape future policy. Discussions from this committee will be brought back to our respective Councils and Boards for further consideration, action, and policymaking.

47 I had a great time attending the American Canyon Little League Opening Day. As a former Little League parent, coach, and volunteer, it was special to be back out there supporting our local youth. The energy and community spirit were as strong as ever. I didn’t grab the famous garlic fries this time, but I’m definitely looking forward to enjoying them sometime this season!

Event Title: * ABAG Finance Committee and ACFA Governing Board meetings Event Report: Association of Bay Area Governments (ABAG) is part of a regional planning agency and part local government service provider. We accomplish our goals by providing planning services and cost-effective ABAG member services to local governments struggling with rising costs and diminishing incomes. The consolidated staff of ABAG and the Metropolitan Transportation Commission (MTC) staff have been working as one team since 2017.

I attended this first meeting with Napa Supervisor Belia Ramos and Solano Supervisor Wanda Williams.

ABAG helps local governments absorb growth and adapt to change while addressing sustainability, resilience and equity issues.

Our services to members include research and analysis, education and outreach, and regional coalition coordination.

ABAG’s expert data and tool resources and robust planning department — building solutions on a wide range of issues — help every community around the Bay adapt to change.

The public is invited to all ABAG meetings and has access to the same tools and research, with a focus on:

Land use
Housing
Environmental protection
Water resource protection
Disaster resilience
Energy efficiency
Our collaborative partnerships include local governments, Bay Area leaders and community stakeholders throughout our region.
